I declare my belief that we are suffering not from a too extended ballot, but from one too limited and unrepresentative. We enunciate a principle of government, and then deny its practice. If experience has established anything, it is that the interest of one class is never safe in the hands of another.

As I have already suggested, a main factor in our present national inability to deal with this profound and increasing social disturbance is the entirely unrepresentative and unbusinesslike nature of our parliamentary government. It is to a quite extraordinary extent a thing apart from our national life. It becomes more and more so.

What they have vanquished in themselves they disregard in others; and the consequence sometimes is that an impossibly simplified and inconsiderate regimen is proposed to mankind, altogether unrepresentative of their total interests.

From this unrepresentative body might have been expected a show of resistance to the Government's measure, if, as Giolitti and the German party asserted, there was a serious sentiment in the country in favor of neutrality which had been howled down by the mobs. It is inconceivable that such a body could have been completely cowed by rioting in the streets.

Though such signs should appear from time to time, and however unrepresentative they be of the vast and growing mass of its convinced and zealous supporters, the world over, what, I wonder, could have caused this uneasiness of mind? Are such misgivings possible, though on the part of but a few, in the face of the remarkable manifestations of so remarkable a movement?

It would probably be advisable for him to reside in Chicago a part of the time. The idea appealed to Lester, even though it took him away from Cincinnati, largely if not entirely. It was dignified and not unrepresentative of his standing in the company. He could live in Chicago and he could have Jennie with him. The scheme he had for taking an apartment could now be arranged without difficulty.

People, very unrepresentative people, people just as casual as people in the real world, come into personal relations with us, and little threads of private and immediate interest spin themselves rapidly into a thickening grey veil across the general view.

They could not admit the impudent claim that an election held in November, based upon universal suffrage, on lists made up as recently as September, could in January be set aside as being "obsolete" and "unrepresentative."

But we trust our friends in Germany will do us the justice of recognizing at once that this is merely the work of an irresponsible and totally unrepresentative clique, and in no sort a reflection of any aspect of public feeling in this country. We are able to state with certainty that last Tuesday's regrettable incident in the Mediterranean has been satisfactorily and definitely closed.

Within its pale but sanitary walls one finds a noisy medley of chorus girls, college boys, debutantes, rakes, filles de joie a not unrepresentative mixture of the gayest of Broadway, and even of Fifth Avenue. In the early morning of May the second it was unusually full. Over the marble-topped tables were bent the excited faces of flappers whose fathers owned individual villages.
