These, added to the necessary telluric conditions, give the required moisture, heat, and soil-constituents for the development of the Japan clover in the South, the same as it was originally developed in its native country. And it is just as much native to the South now, as it was hundreds or thousand's of years ago to Japan.
The expulsion and banishment of the old shapeless mundane deities by a new and more beautiful race of gods, the cosmical divinities, the powers and rulers of an ordered world, are intelligible enough when translated into our modern geological nomenclature. They spell the telluric records aright in their own peculiar language.
The method which we, on the other hand, have inaugurated is the following: Before we study crime from the point of view of a juristic phenomenon, we must study the causes to which the annual recurrence of crimes in all countries is due. These are natural causes, which I have classified under the three heads of anthropological, telluric and social.
The full significance of this observation was at once recognized by astronomers; it demonstrated beyond all cavil the cosmical origin of the shooting-stars. Some conservative meteorologists kept up the argument for the telluric origin for some decades to come, as a matter of course such a band trails always in the rear of progress.
But by changing the condition of the social environment, which is most easily modified, the legislator may alter the influence of the telluric environment and the organic and psychic conditions of the population, control the greater portion of crimes, and reduce them considerably.
Nor certainly is there any signs of the disappearance of this race, since every day its intellectual and territorial achievements, added to the instruments of a powerful material civilization, invigorate its strength and presage its indefinite duration in forms we are not able to foresee, unless indeed fatal astral or telluric catastrophes should hinder its progress or bring it to an end.
And, as the study of the activities of the living being is called its physiology, so are these phenomena the subject-matter of an analogous telluric physiology, to which we sometimes give the name of meteorology, sometimes that of physical geography, sometimes that of geology.
A great meteoric shower occurred in November of that year, and in observing it Professor Denison Olmstead, of Yale, noted that all the stars of the shower appeared to come from a single centre or vanishing-point in the heavens, and that this centre shifted its position with the stars, and hence was not telluric.
But it is also true that wherever a certain race has been predominant, there its influence is left behind in the individual and collective life. Let this be enough so far as the anthropological factor of criminality is concerned. There are, furthermore, the telluric factors, that is to say, the physical environment in which we live and to which we pay no attention.
But it is our firm conviction that the endemic form of criminality, insanity, and suicide will disappear, and that nothing will remain of them but rare sporadic forms caused by lesion or telluric and other influences.
