The excellent German historian of the mythology of Rome, Preller, relating the introduction at Rome under the Tarquins of the worship of Apollo, the god of light, healing, and reconciliation, observes that it was not so much the Tarquins who brought to Rome the new worship of Apollo, as a current in the mind of the Roman people which set powerfully at that time towards a new worship of this kind, and away from the old run of Latin and Sabine religious ideas.

From the time of the flight of the Tarquins, Rome was governed by two consuls, who wore all the tokens of royalty except the crown. Tarquin fled into Etruria, whence his grandfather had come, and thence tried to obtain admission into Rome.

Though why do I speak of the law? He is a hindrance to your liberty; he surpasses all the Tarquins in arrogance. Wait till that man is made consul or dictator, whom, though but a private citizen, you now see exercising kingly power by his strength and audacity." Many agreed, complaining that they had been beaten by him: and, moreover, urged the tribune to go through with the prosecution.

There are many signs in tradition and early history of relations between Greece and Rome; as the decemviral legislation, the various consultations of the Delphic Oracle, the legends of Pythagoras and Numa, of Lake Regillus, and, indeed, the whole story of the Tarquins; the importation of a Greek alphabet, and of several names familiar to Greek legend Ulysses, Poenus, Catamitus, &c. all antecedent to the Pyrrhic war.

On the extinction of the Tarquins, therefore, the dread of whom had kept the nobles in check, some new safeguard had to be contrived, which should effect the same result as had been effected by the Tarquins while they lived.

The history of the Tarquins had its arena in Latium, not in Etruria; and Etruria, so far as we can see, during the whole regal period exercised no influence of any essential moment on either the language or customs of Rome, and did not at all interrupt the regular development of the Roman state or of the Latin league.

At some time or other after the expulsion of the Tarquins from Rome the arrangements of the Latin communities must have been throughout revised in accordance with the scheme of the consular constitution.

This was a part of Magna Græcia, which included many rich cities in the southern portion of the peninsula, among which were Tarentum, and there had been the earliest of the Greek colonies, Sybaris, the abode of wealth and luxury, until its destruction at the time of the fall of the Tarquins.

Though nobody doubted that a war was impending from the Tarquins, yet it broke out later than was generally expected; however, liberty was well-nigh lost by fraud and treachery, a thing they never apprehended.

Touching those tumults which prevailed in Rome from the extinction of the Tarquins to the creation of the tribunes the discussion of which I have no wish to avoid, and as to certain other matters of a like nature, I desire to say something in opposition to the opinion of many who assert that Rome was a turbulent city, and had fallen into utter disorder, that had not her good fortune and military prowess made amends for other defects, she would have been inferior to every other republic.
