He was especially responsible for the chief criminals being put to death, and thus not only drove the Tarquins out of the city, but cut off and destroyed their hopes of return.

They were the only ancient Italian people who had the art-capacity; and they supplied the wants of royal Rome, just as Greece afterwards supplied the republic and the empire with the far more elevated creations of her plastic genius. The great works undertaken by the Tarquins, if there ever were Tarquins, were in the hands of Etrurian architects and sculptors.

Of those chill and roguish wavelets I took a draught, mindful of the day when long ago, by these same waters, an irreparable catastrophe overwhelmed our European civilization. This was in the same fateful year 510 that witnessed the expulsion of the Tarquins from Rome and the Pisistratidae from Athens. Pines, the characteristic tree of the Sila, now begin to appear.

But the strongest example that can be given is that of Rome, which on the expulsion of the Tarquins was able at once to seize on liberty and to maintain it; yet, on the deaths of Cæsar, Caligula, and Nero, and on the extinction of the Julian line, was not only unable to establish her freedom, but did not even venture a step in that direction.

But when a government originates with, and derives its authority from the whole community, there is no reason why the community, if it withdraw that authority, should seek to injure any except the prince from whom it withdraws it. Now the government of Rome was of this nature, and the expulsion of the Tarquins took place in this way.

The first was a commercial agreement made during the first consulate, in the year that the Tarquins were expelled from Rome; but is not mentioned by Livy. The second is noted by him, lib. vii. 27, and the third, lib. ix. 43. The fourth was concluded during the war with Pyrrhus and the Tarentines, Polyb.

Well then, the fish we are at liberty to catch in this particular Roman pool is a period during which Rome was part of the Etruscan Empire. The fact is generally accepted, I believe; and is, of course, the proposition we started from. How long the period was, we cannot say. The Tarquins were from Tarquinii in Etruria; perhaps a line of Etruscan governors.

They were given to be rifled by the people, that after being made participators in the royal plunder, they might lose for ever all hopes of a reconciliation with the Tarquins. A field belonging to them, which lay between the city and the Tiber, having been consecrated to Mars, has been called the Campus Martius.

The victory of the Romans over the Latins under the exiled Tarquins was reported at Rome a little after it took place, by two men, tall and fair, who came from the army.

The gate at Perugia, and the Cloacæ or Sewers at Rome, constructed during the reign of the Tarquins, at the beginning of the sixth century B.C., are examples of the true arch, and this makes it certain that it was from the Etruscans that the Romans learned the arched construction which, when combined with the trabeated or lintel mode of construction which they copied from the Greeks, formed the chief characteristic of Roman architecture.
