I will go farther, and will say that all those Democrats who can be distinguished from Whigs do intend social reforms which they hope will somewhat alter the relations of the classes towards each other; and there is, generally speaking, amongst Democrats a leaning towards a kind of limited State-Socialism, and it is through that that they hope to bring about a peaceful revolution, which, if it does not introduce a condition of equality, will at least make the workers better off and contented with their lot.

In such a case we should have to organize a genuine State-socialism, and find work for these laborers, similar to what we have been doing during every panic. If the objections of the representative Mr.

Socialism agrees with despotism in saying, 'It is the political aggregate, the state, however much they may differ as to how the state should be administered. For this reason militarism and state-socialism might at any time come to terms. They are at one in exaggerating the 'organic' unity of a political or geographical enclave; and they are at one in depreciating the value of individual liberty.

Nor is the still more persistent and universal opposition of capital and labour really less amenable to reconciliation, because in this case also the two factors in the problem are equally necessary to social progress, and we shall not enter on the various practical solutions co-operation, co-partnership, partial state-socialism, &c. which have been proposed for a problem which no one believes to be insoluble.

A third, less optimistic but on that account more probable assumption may be added to this namely, that the Western countries shall have progressed towards Socialism more steadily and therefore more slowly, and that at the period of our comparison America shall find itself at the stage of State-Socialism, not of full socialization.

In a 'Pan-Anglican Paper' just issued, he discusses the attitude of the Church towards Socialism. Christianity, he says, must remain independent of State-Socialism, as of other organisations of society. Socialism would make a far deeper demand on character than most of its adherents realise.

Richter, who claimed that we must guard ourselves against State-socialism as against some disease, were well taken, how does it happen that we are providing work whenever a calamity has afflicted one or another of the provinces? Such work would not be provided, if the workingmen could find other remunerative occupations.

We may even see Germany mobilised as one gigantic trust for capturing markets and regulating prices. A combination so formidable would compel other nations, and our own certainly among the number, to adopt a similar organisation. This would, of course, mean a complete victory for bureaucratic state-socialism, and the defeat of democracy and trade-union syndicalism.
