The shadow of her coming fell On Saxon Alfred's olive-tinctured brow. Had not freedom, progressive, expanding, descending, been the glory and the strength of England? Were Magna Charta and the Habeas Corpus Act, Hampden's resistance to ship-money, and the calm, righteous might of 1688 were they all futilities and fallacies?

The affection in which Noy was held is shown in that he was known as Monster to the King, the domdaniel of attorneys. When he died the result of the autopsy was that "his brains were found to be two handfuls of dry dust, his heart a bundle of sheepskin writs, and his belly a barrel of soft soap." He wasn't a man at all. John Hampden was tried for refusal to pay ship-money.

Sir John was happier than he had been since the days of his youth, before the coming of that cloud no bigger than a man's hand, when John Hampden's stubborn resistance of a thirty-shilling rate had brought Crown and People face to face upon the burning question of Ship-money, and kindled the fire that was to devour England.

Necessity, sir, has, heretofore, been produced as a plea for that which could be no otherwise defended. In the days of Charles the first, ship-money was declared to be legal, because it was necessary.

"The eyes of all men," owns Clarendon, "were fixed upon him as their Pater Patriæ and the pilot who must steer the vessel through the tempests and storms that threatened it." In November and December 1637 the cause of ship-money was solemnly argued for twelve days before the full bench of judges.

To this conviction the ship-money of Charles the First bears its testimony; but it was left to Cromwell and his associates to formulate the legislation, upon which, for two centuries to come, the kingdom was thought to depend, alike for the growth of its merchant shipping and for the maintenance of the navy.

Though probably really a Royalist in his sympathies, W. supported the popular cause in Parliament, and in 1641 conducted the case against Sir Francis Crawley for his opinion in favour of the legality of ship-money. His speech, which was printed, had an enormous circulation and brought him great fame.

Their war-fleet too, though inferior in the number of ships, was superior in almost all other respects. The Stuarts had devoted great attention to the fleet and would have done more but for lack of means. Charles' much abused ship-money was employed by him for the creation of the first English professional navy.

Notable years, what with soap-monopoly, ship-money, death of the great Gustavus at Lûtzen, pillorying of William Prynne, Jenny Geddes, and National Covenant, old Field-Marshal Lesley at Dunse Law and pacification thereafter nowise lasting. To chastise the Scots, money is not attainable save by a Parliament, which at last the king summons.

The very Cavaliers who had welcomed the king to "his own again" never dreamt of restoring the system of government which their opponents had overthrown. Twenty years of parliamentary rule, however broken and mixed with political and religious tyranny, had made the return to ship-money or monopolies or the Star Chamber impossible.
