The largest number of cattle was 4849 in 1833, 1148 horses and 7114 sheep in the same year. In 1845, when Pico's plan for selling and renting the Missions was formulated, Solano was declared without value, the secularization having been completely carried out, although there is an imperfect inventory of buildings, utensils, and church property. It was ignored in the final order.

+1111+. The secularization of the Church, the failure to discriminate between its function and that of the State, is an inheritance from Roman Imperialism, which in its turn was derived from the primitive clan constitution of society in which the individual had no standing apart from the community.

Indeed they formed a plot to capture the governor on one of his southern trips in order to protest to him against the granting of the Temécula Rancho. The final secularization took place in November, 1834, with Captain Portilla as comisionado and Pio Pico as majordomo and administrator until 1840.

After the changes brought about by political administration the number of Indians rapidly decreased, and the property acquired by their united toil quickly dwindled away, until little was left but poverty and suffering. At the time secularization was effected in 1835, according to the inventory made, the estate, aside from church property, was valued at $36,000.

Choosing her opportunities, she had gradually worked towards the secularization of education and the limitation of the privileges of the clergy, but she had not attempted wholesale reforms. Joseph II, on the contrary, worked according to plan, and was bent on destroying whatever seemed to him absurd in the customs and institutions of the country.

A second compromise was reached by providing that all ecclesiastical property seized by temporal governments down to the close of the late war should be guaranteed to its new possessors; but that for the future the process of secularization should cease.

Though promulgated in 1813, this decree was not published in California till 1820, and even then was practically a dead letter. Two years later, California became a province of the Mexican Empire, and in due course the new government turned its attention to the missions, in 1833 ordering their complete secularization.

The new government at once obtained the support of a large majority of the representatives from each section of the province, and was sustained by the public opinion of the country at large. During the session of 1854 measures were passed for the secularization of the reserves, the removal of the seigniorial tenure, and for the ratification of the reciprocity treaty with the United States.

"If we imagine, as we are most rationally allowed to, that Mars has undergone a progressive secularization in cooling, that contraction has acted upon its surface as it has on ours, that water has accumulated in basins and depressed troughs, that atmospheric currents have been started, that meteorological changes in consequence have followed, and that the range of physical conditions embraces phases naturally very much like those that have prevailed in our planet, how can it be intelligently questioned that from these very identical circumstances, an order of life has not in some way arisen."

Surely, surely, we have enough of this most wretched sectarianism in our churches without carrying it further." To protect themselves from interruption, the advocates of secularization had taken advantage of a law which allowed them to declare their meeting as private, and exclude disturbers.
