That Italy needs chiefly to be let alone, to achieve independence and realize a noble development, civic, economical, and social, every intelligent traveller who crosses the Austrian frontier and enters the Sardinian state, knows.
One was old and ugly, decorated with the Order of the White Eagle his name was Count Borromeo; the other, young and brisk, was Count A B of Milan. After they had gone I was informed that they were paying assiduous court to the Chevalier Raiberti, from whom they hoped to obtain certain privileges for their lordships which were under the Sardinian rule.
The strong citadel of Tortona was taken by the Spaniards, who likewise reduced Parma and Placentia; and forcing the passage of the Tanaro, compelled his Sardinian majesty to take shelter on the other side of the Po.
By marching north from Savona he skillfully separated his two enemies, forced the Sardinian troops back toward Turin, and compelled the king of Sardinia to conclude a truce with France. This left him free to advance against the Austrians. These he outflanked and forced to retreat. On May 15, 1796, he entered Milan.
He finally repudiated Mazzini's leadership, and in March 1857 he wrote to Cavour, asking him for a passport to return to Italy, and placing at the disposal of the Sardinian government 'the courage and energy which it had pleased God to give him, provided that government left wavering behind, and showed its unmistakable will to achieve the independence of Italy.
It was finally brought to a crisis of conflict by the King of Sardinia, who had already provided himself with a friend and ally in the French emperor; and when, on the 29th of April, 1859, Austria crossed the river Ticino in hostile array, the combined French and Sardinian troops were ready to do battle.
Sometimes he was reduced so far as to share the soup of his valet, for lack of richer and more independent fare. Then he was constantly fretted by enemies at home, who disliked his trenchant diplomacy, and distrusted the strength and independence of a mind which was too vigorous to please the old-fashioned ministers of the Sardinian court. These chagrins he took as a wise man should.
By the treaty of 1814 the place was handed over to the Piedmontese, and stayed contentedly beneath the rule of the Sardinian kings until 1860, when, by the treaty of March 24, Napoleon III. annexed the county of Nice and the duchy of Savoy to his imperial possessions, in exchange for the services his army had rendered Italy at Magenta and Solferino.
Secondly, he encountered General Paterson, a friendly Scot in the Sardinian service, who confirmed what an English physician had told Smollett to the effect that the climate of Nice was infinitely preferable to that of Montpellier "with respect to disorders of the breast." Smollett now hires a berline and four horses for fourteen louis, and sets out with rather a heavy heart for Paris.
In opening the second session of the sixth Sardinian Parliament, Victor Emmanuel pronounced, on 10th January, the historic phrase declaring that he could not remain insensible to the cry of grief, il grido di dolore, that reached him from all parts of Italy. Every corner of the fair country where the Si sounds was electrified.
