Probably at least twenty and perhaps a hundred times as many species as are now living on the earth have perished from it, and before the unimaginable goal is attained as many others may pass away. Our task with the refuges would be to keep the death of the specific inhabitants to the natural and wholesome rate that is determined by the endless struggle for existence.
How singular that an Irish colony in the metropolis should be so far in fact and sympathy from the aristocracy. Sonia and her detectives would have thought of Greenland and the Eskimos, Ashanti, Alaska, the court of China, as possible refuges, but never of Cherry Street and the children of Erin, who were farther off from the Endicotts and the Livingstones than the head-hunters of Borneo.
Eels naturally seek such refuges, and in due course the boy dives, and, sealing the ends with his hands, brings log and eel to land. Dr.
Such refuges are well enough when the times threaten to overwhelm one. The point about the present age, so far as I am able to judge the world, is that it does not threaten to overwhelm; that at the worst, by my standards, it maintains its way of thinking instead of assimilating mine.
And I devised the following scheme: to arouse the sympathy of the wealthy for the poverty of the city, to collect money, to get people together who were desirous of assisting in this matter, and to visit all the refuges of poverty in company with the census, and, in addition to the work of the census, to enter into communion with the unfortunate, to learn the particulars of their necessities, and to assist them with money, with work, by sending them away from Moscow, by placing their children in school, and the old people in hospitals and asylums.
And doubtless they also chose it because on a thousand nights of black storm and danger they had noted the twinkling lights of solitary farm-houses, as the boat swung by, and pictured to themselves the serenity and security and coziness of such refuges at such times, and so had by-and-bye come to dream of that retired and peaceful life as the one desirable thing to long for, anticipate, earn, and at last enjoy.
At Santerre, which possesses three of these refuges, that portion of its territory was called Territorium Sanctae Libertatis. The north-east of France, Picardy and Artois, were always exposed to attack from pirates by sea, Northmen and Saxon, and from invaders over the border.
The Hotel de Perou was one of those refuges, growing scarcer and more scarce every day, where unhappy men and women, who had been worsted in the battle of life, could find a shelter in return for the change remaining from the last five-franc piece.
They are now bandits, horse-thieves, footpads and murderers. True to each other, they establish a chain of secret refuges from Shasta to San Diego. Every marauder of their own blood is safe among them from American pursuers. Every mining camp and all the settlements are beginning to send refugees of the male foreign criminal classes to join these wandering Mexican bands.
During the war, when there were more jobs than usual to be had, there was a great exodus from the hated poorhouse; there was a drop in workhouse wards from 400,000 to 250,000. But now jobs are getting less again and there is a melancholy return back over the hills to the poorhouse. Night refuges, I found, are the last stage in this journey.
