"All these things do not shake my determination with respect to the proposed ratifications, nor will they, unless something more imperious and unknown to me should, in the judgment of yourself and the gentlemen with you, make it advisable for me to pause."

For the treaty thus elaborately constructed, and in appearance a triumphant settlement of questions so complicated and so burning as to threaten to set Christendom at any moment in a blaze, was destined to an impotent and most unsatisfactory conclusion. The signatures were more easily obtained than the ratifications.

Upon the exchange of ratifications of the treaty of peace with Mexico, on the 30th of May last, the temporary governments which had been established over New Mexico and California by our military and naval commanders by virtue of the rights of war ceased to derive any obligatory force from that source of authority, and having been ceded to the United States, all government and control over them under the authority of Mexico had ceased to exist.

The pressure that comes from the fact that one is let into the group action by acting in one way and shut out by acting in another way is unremitting. By the terms of this agreement the United States guaranteed the independence of the Panama Republic, and agreed to pay the Panama Republic a sum of $10,000,000 upon the exchange of ratifications and an annual rental of $250,000 a year beginning nine years thereafter.

After the exchange of ratifications another congress was assembled at Nuremburg to settle some of the minute details, which continued in session two years, when at length, in 1651, the armies were disbanded, and Germany was released from the presence of a foreign foe.

A treaty of amity and commerce between the United States and Belgium was concluded during the last winter and received the sanction of the Senate, but the exchange of the ratifications has been hitherto delayed, in consequence, in the first instance, of some delay in the reception of the treaty at Brussels, and, subsequently, of the absence of the Belgian minister of foreign affairs at the important conferences in which his Government is engaged at London.

Advice of the exchange of ratifications reached Paris prior to April 8th, 1832.

Those who shall prefer to remain in the said territories may either retain the title, and rights of Mexican citizens or acquire those of citizens of the United States; but they shall be under the obligation to make their election within one year from the date of the exchange of ratifications of this treaty; and those who shall remain in the said territories after the expiration of that year without having declared their intention to retain the character of Mexicans shall be considered to have elected to become citizens of the United States.
