The Executive, acting upon the fair inference that the Senate did not intend its absolute rejection, gave instructions to our minister at Berlin to reopen the negotiation so far as to obtain an extension of time for the exchange of ratifications. I regret, however, to say that his efforts in this respect have been unsuccessful.
Immediately after the exchange of ratifications at Aix-la-Chapelle, the armies were broken up; the allies in the Netherlands withdrew their several proportions of troops; the French began to evacuate Flanders; and the English forces were re-embarked for their own country.
Since the adjournment of Congress the ratifications of the treaty with Great Britain for abolishing the mixed courts for the suppression of the slave trade have been exchanged. It is believed that the slave trade is now confined to the eastern coast of Africa, whence the slaves are taken to Arabian markets.
The ratifications have been exchanged, but have not reached the Department of State. Copes of the treaties will be transmitted to you if received before, or published if arriving after, the close of the present session of Congress.

The first installment of the amount to be paid by Portugal fell due on the 30th of September last and has been paid.
But if I am to be at all careful about making my meaning clear, it will, I think, be wiser to continue the current arguments of the last chapter, which was concerned to urge the first of these mystical coincidences, or rather ratifications. The deposit of the ratifications with the Government of the Netherlands awaits action by the powers on the declaration, signed at London on February 26, 1909 of the rules of international law to be recognized within the meaning of article 7 of The Hague convention for the establishment of an International Prize Court.
Neither the prolongation of the truce nor the affairs of the Flemings were mentioned in it, while all that Philip did for the Scots was to provide for the liberation of the deposed King John from his English prison. As soon as the ratifications were exchanged the king, who was then sixty years of age, and his youthful bride were married on September 9 at Canterbury by Archbishop Winchelsea.
