Commodore Biddle, commanding the East India Squadron, proceeded on his voyage in the Columbus, and was charged by the commissioner with the duty of exchanging with the proper authorities the ratifications of the treaty lately concluded with the Emperor of China.

It appears that the exchange of ratifications did not take place until the 16th day of October, twenty days after the period fixed by the convention itself for that purpose.

The treaty of amity and commerce between the United States and Belgium, brought to your notice in my last annual message as sanctioned by the Senate, but the ratifications of which had not been exchanged owing to a delay in its reception at Brussels and a subsequent absence of the Belgian minister of foreign affairs, has been, after mature deliberation, finally disavowed by that Government as inconsistent with the powers and instructions given to their minister who negotiated it.

Copies of the treaties concluded with the Governments of Siam and Muscat are transmitted for the information of Congress, the ratifications having been received and the treaties made public since the close of the last annual session.

Don't kneel!" The eunuchs, as Mr. Ward well knew, would be more likely to push us to our knees than to lift us up; and he wisely decided to decline the honor of an audience on such terms. Displeased by his obstinacy, the Emperor ordered him to quit the capital without delay, and exchange ratifications at the sea-coast.

Spain will, upon the exchange of the ratifications of the present treaty, proceed to evacuate the Philippines, as well as the island of Guam, on terms similar to those agreed upon by the Commissioners appointed to arrange for the evacuation of Porto Rico and other islands in the West Indies under the protocol of August 12, 1898, which is to continue in force till its provisions are completely executed.

Treaty relations with Korea were perfected by the exchange at Seoul, on the 19th of May last, of the ratifications of the lately concluded convention, and envoys from the King of Chosen have visited this country and received a cordial welcome.

Bruce was commissioned to proceed to Pekin for the purpose of exchanging the ratifications. On arriving, however, at the mouth of the Peiho, he found the Taku forts, which guard the mouth of the river, fortified against him; and when the men-of-war which accompanied him went forward to remove the barriers that had been laid across the river, they were fired upon from the forts.

The words of this important document, from Professor Stubbs's translation, are given as the best explanation of the constitutional position and importance of the Charters of John and Henry III. See historical notice in Stubbs's Documents Illustrative of English History, p. 477. This is far the most important of the numerous ratifications of the Great Charter.

This is the reason why it is necessary to give new names to things, to speak of the Constitution, not as a constitution, but as a compact, and of the ratifications by the people, not as ratifications, but as acts of accession. Sir, I intend to hold the gentlemen to the written record.
