Copies of the convention with Texas, of a commercial treaty concluded with the King of Greece, and of a similar treaty with the Peru-Bolivian Confederation, the ratifications of which have been recently exchanged, accompany this message, for the information of Congress and for such legislative enactments as may be found necessary or expedient in relation to either of them.
Hence it desires you to bring the exchanged ratifications personally to Paris, and to inform us what dispositions you have taken in regard to the occupation of Mentz by our troops, in order that this event may take place without further delay.
The Executive, not regarding the action of the Senate upon the treaty as expressive of its decisive opinion, deemed it proper to reopen the negotiations so far as to obtain an extension of time for the interchange of ratifications.
As the ratification on the part of Spain may be expected to take place during the recess of Congress, I recommend to their consideration the adoption of such legislative measures contingent upon the event of the exchange of the ratifications as may be necessary or expedient for carrying the treaty into effect in the interval between the sessions, and until Congress at their next session may see fit to make further provision on the subject.
The ratifications of the treaty between the United States and the Republic of Ecuador of the 13th of June, 1839, have been exchanged, and that instrument has been duly promulgated on the part of this Government. Lauriston arrived in London, with the ratifications of the Treaty of Peace between Great Britain and France; and the General was drawn through the streets by the populace. There were very violent debates in both Houses of Parliament, against the Preliminaries of Peace. The opposition dissented from calling it a Glorious Peace; but the ministers carried it by very large majorities.
They apologized for the tardiness of the States in sending this solemn embassy of thanksgiving, partly on the ground of the delay in receiving the ratifications from Spain, partly by the protracted contraventions by the Archdukes of certain articles in the treaty, but principally by the terrible disasters occasioned throughout their country by the great inundations, and by the commotions in the city of Utrecht, which had now been "so prudently and happily pacified."
I favorably incline to this, believing that high tribunal could not fail to reach a solution no less conducive to the stability and enlarged prosperity of China itself than immediately beneficial to the powers. Ratifications of a treaty of extradition with the Argentine Republic were exchanged on June 2 last.
Article VII. The United States and Spain mutually relinquish all claims for indemnity, national and individual, of every kind, of either Government, or of its citizens or subjects, against the other Government, which may have arisen since the beginning of the late insurrection in Cuba, and prior to the exchange of ratifications of the present treaty, including all claims for indemnity for the cost of the war.
This procedure had the effect of virtually rejecting it, in consequence of a stipulation contained in the treaty that its ratifications should be exchanged on or before a day which has already passed.
