In the second place, it has appeared that there is no demonstrable priority of one simple interest over another differing only qualitatively from it. I propose to call this the principle of the quantitative basis of preference. I know that the term quantity has an ugly sound in this context. But I believe that this is due simply to a false abstraction.
The whole structure of our social order encouraged the measurement of everything by quantitative standards. Everyone could understand that a generation which travels sixty miles an hour must be five times as civilised as one which only travelled twelve. Thus the beneficent 'law of progress' was exemplified in that nation which had best deserved to be its exponent.
A quantitative analysis has led me to present statistics of its production and manufacture which would seem inexcusably braggart if it were not to remind the French and my own countrymen that it was the geographical descendants of France who, out of the wealth of their heritage of France's bequeathing, untouched from the glaciers and the Indians, were confuting with their wheat the prophecies of Malthus and making the whole world a more comfortable and a somewhat brighter place with their iron, their oil, their reapers, their wagons, and their sewing-machines.
Whence it appears not only that in proportion as knowledge becomes quantitative do its previsions become complete as well as certain, but that until its assumption of a quantitative character it is necessarily confined to the most elementary relations.
Only, admittedly, as yet the endocrine label is but roughly qualitative and most crudely quantitative, whereas the chemical formula is the essence of the exact. It was made by engineers who had learned to use exact measurements and quantitative analysis. It could not be governed, men began to discover, by men who thought deductively about rights and wrongs.
In brief, then, the quantitative theory of sex is merely the most reasonable explanation of the known fact that intersexes exist that is, females with some male characteristics, or with all their characters more like the female type than the average, and vice versa.
This interest is more than innocent, it is liberal. Not being concerned with material reality so much as with the ideal, it knows neither ulterior motives nor quantitative limits; the more beauty there is the more there can be, and the higher one artist's imagination soars the better the whole flock flies.
From the very first there has been that consensus of different kinds of knowledge, answering to the consensus of the intellectual faculties, which, as already said, must exist among the sciences. Let us now go on to observe how, out of the notions of equality and number, as arrived at in the manner described, there gradually arose the elements of quantitative prevision.
So that in this simplest, and perhaps earliest case of quantitative prevision, the phenomena are not only thrust daily upon men's notice, but Nature is, as it were, perpetually repeating that process of measurement by observing which the prevision is effected.
