Consequently property-owners were not only cut down to one vote in one district at a general election, but were prevented from voting in another district at a by-election. The right to vote by letter was extended from seamen to shearers. But much the greatest extension of the franchise was the giving it to women.

No doubt it is right enough that the brawling of the "drunk and disorderly" on the highroads should be checked; the public interest demands it; yet the impression conveyed is that the regulations are enforced more for the pleasure of property-owners than anybody else; that, in fact, middle-class respectability has, so to speak, made this law especially with a view to keeping the working classes in order.

With them, too, were arrayed the merchants and artisans, the bankers, the business-men, the property-owners, all of whom wanted to see the republic at least established upon a more moderate and quiet foundation, in order to have confidence in its durability and substantial character, and to commence the works of peace with a better assurance of success.

So much the worse for towns where the anti-revolutionary majority is so great; they are only more dangerous; under the republican demonstrations is concealed the hostility of old parties and of the "suspect" classes, the Moderates, the Feuillants and Royalists, merchants, men of the legal profession, property-owners and muscadins. These towns are nests of reptiles and must be crushed out.

The companies defendant had contended that the recourse of the property-owners was against, not them, but the owner of the cow. Kobo-Dogarque believes that this decision was afterward reversed by an appellate court of contrary political complexion and the companies were compelled to compromise, but of this there is no record. It is certain that in the San Francisco case the precedent was urged.

Do you imagine property-owners are going to change their natures and sacrifice profitable office buildings and shops for the sake of widening streets and making boulevards and parks? Do you realize what it would mean in the way of individual sacrifice to build winding roads about these hills instead of the improved and perpendicular gullies we have to-day? Not even your own would do it.

Suppose the Germans back again in the land of justice, modesty, and unselfishness; and suppose the property-owners of Ypres collected once more in Ypres. The enterprise of reconstruction facing them will make such a demand of initiative force and mere faith as must daunt the most audacious among them. And capital dragged out of a bankrupt Germany will by no means solve the material problem.

Two regiments landed; one of which encamped on the Common, and the other marched to Faneuil Hall, where they were quartered for four or five weeks. With one accord the merchants and property-owners refused to let any building for the use of the troops.

A Conciliation Committee was formed of sixty members from all parties, who prepared a bill that would enfranchise only women householders, those who already had possessed the municipal franchise since 1869. This does not mean property-owners, but includes women who may pay rent for only one room.

Some would confine suffrage to landholders, or, at least, to property-holders; but that is inconsistent with the American idea, and is a relic of the barbaric constitution which founds power on private instead of public wealth. Nor are property-owners a whit more likely to vote for the public good than are those who own no property but their own labor.
