The Legislature was again Democratic in 1898 and began to prepare an amendment which should disfranchise a large proportion of the 125,000 negro voters of the State. There was coöperation between the Republican and Populist organizations again in 1900, but too many Populists had returned to their former allegiance.
It became evident to both Democrats and populists that the Negro vote had become the deciding vote in many states. White farmers and white aristocrats both felt uneasy over this state of affairs. The result was widespread agreement to systematically and legally eliminate Negroes from politics altogether. State constitutions were either amended or rewritten.
When Susan returned to the state in October, she not only found that the Democrats had entered the fight with an anti-suffrage plank but the Populists had noticeably lost ground since the Pullman strike riots, the court injunction against the strikers, and the arrest of Eugene V. Debs. Again this prairie state, from which she had hoped so much, refused to extend suffrage to women.
Protestants have sometimes dreaded a Catholic domination; the Mormons have been a source of anxiety to timid souls. Populists and advocates of free silver have seemed to threaten sound finance. On the other hand, Wall Street and the trusts have led some to think that corporate business enterprise may at times, if left unhampered, lead to over-powerful monopolies.

At the last state election his own party, after an almost unbroken rule of twenty years, had been defeated by the so-called "Fusion" ticket, a combination of Republicans and Populists.
The effort was so successful that in Colorado, Idaho, Kansas, Nevada, and North Dakota, the new party swept the field with the assistance of the Democrats. In South Dakota and Nebraska, where there was no fusion, the Democratic vote was negligible and the Populists ran a close second to the Republicans.
In twenty-six States the electoral tickets were divided between Democrats and Populists. Among these States were Arkansas, Louisiana, Missouri, and North Carolina. But coöperation with Republicans on local legislative and state tickets often occurred.
