A large number of prisoners, mostly sick and convalescent, also fell into our hands; but as we could not carry them with us such a hurried departure was an immediate necessity, by reason of our critical situation the process of paroling them was not completed, and they doubtless passed back to active service in the Confederacy, properly enough unrecognized as prisoners of war by their superiors.

SIR: The destruction of the Spanish fleet at Manila, followed by the taking of the naval station at Cavite, the paroling of the garrisons, and the acquisition of the control of the bay, has rendered it necessary, in the further prosecution of the measures adopted by this Government for the purpose of bringing about an honorable and durable peace with Spain, to send an army of occupation to the Philippines for the twofold purpose of completing the reduction of the Spanish power in that quarter and of giving order and security to the islands while in the possession of the United States.

To the vast indignation and disappointment of many young and ardent soldiers in our lines, he is apparently riding homeward unmolested, picking up such supplies as he desires, paroling such prisoners as he does not want to burden himself with, and exchanging laughing greetings with old friends he meets everywhere along the Monocacy.

Davis and the group of civil and military notables who were with him in his southward flight, will help us understand some of the peculiar incidents attending the paroling of Johnston's army at Greensborough. I will now return to events of which I was a witness.

R. C. After traveling a few miles in that direction, we came upon the enemy's wagon train, which fell into our hands, they supposing it perfectly safe on this road; no guards had been left with it. After burning the train and paroling the prisoners, 32 in number, it now being 12 o'clock at night, the column headed for Roger's Gap, which was made in the afternoon of the next day.

Our Government disavowed Couch's action instantly, and ordered the paroles to be treated as of no force, whereupon the Rebel Government ordered back into the field twelve thousand of the prisoners captured by Grant's army at Vicksburg. The paroling now stopped abruptly, leaving in the hands of both sides the prisoners captured at Gettysburg, except the militia above mentioned.

He had made great progress in paroling the officers and men of Johnston's army at Greensboro', but was embarrassed by the utter confusion and anarchy that had resulted from a want of understanding on many minor points, and on the political questions that had to be met at the instant.

The command of Major-General Gibbon, the 5th army corps under Griffin, and Mackenzie's cavalry, were designated to remain at Appomattox Court-House until the paroling of the surrendered army was completed, and to take charge of the public property. The remainder of the army immediately returned to the vicinity of Burkesville.
