Since the close of the war internationalism was in the air, and the labor movement intensified it. It stirred the thought and warmed the imagination alike of exploiters and exploited. Reformers and pacifists yearned for it as a means of establishing a well-knit society of progressive and pacific peoples and setting a term to sanguinary wars.
We have noticed already that, like all other great ideas, it did not wholly die. The propaganda of peace, however futile may be some of the discussions of pacifists, is the heritage which even so wrong-headed a man as Alexander I has left to the world.
It was at this time that a militant majority was trying to drive through the Senate a declaration of war against Germany, and a handful of pacifists blocked the way in the closing hours of the session, thus causing a delay of several weeks.
