Jackson's attitude on this question was already well known. At a banquet celebrating Jefferson's birthday, two years before, at which Calhoun and others had given toasts and made addresses in favor of nullification, Jackson had startled his audience by rising, glass in hand, and giving the toast, "Our Federal Union it must be preserved!"
Here again Henry Clay's eloquence saved the day. He proposed the measure of gradually reducing the tariff through a period of ten years till it would provide only for the expenses of the government. This removed the cause of trouble, so South Carolina rescinded her act of nullification.
As I have said, she regarded the Union simply as a diplomatic arrangement to be maintained while it was advantageous, and again and again doubts had been expressed as to whether in fact it was advantageous. The fiscal question which had been the ostensible cause of the Nullification movement in the 'thirties was still considered a matter of grievance.
The new Congress, which would assemble in December, 1831, might give relief. This was Calhoun's last recourse; if it failed nullification must follow. When the next Congress assembled, Clay was in the Senate and John Quincy Adams, his former ally, was just beginning his long career as a member of the House.
When the tariff of 1842 reintroduced the principle of protection, no one thought of taking the broken weapon of nullification from its resting-place; and secession was finally attempted only as a sectional movement, not as the expression of the will of a State, but as a concerted revolution by a number of States.
It is evident that a similar doctrine destroys the very basis of the federal constitution, and brings back all the evils of the old confederation, from which the Americans were supposed to have had a safe deliverance. When South Carolina perceived that Congress turned a deaf ear to its remonstrances, it threatened to apply the doctrine of nullification to the federal tariff bill.
It can stand trial, it can stand assault, it can stand adversity, it can stand every thing, but the marring of its own beauty, and the weakening of its own strength. It can stand every thing but the effects of our own rashness and our own folly. It can stand every thing but disorganization, disunion, and nullification.
The more intelligent of the lower classes look upon the subject of politics in its proper light they see the crashing effect the doctrine of nullification has upon their interests; yet, though their numbers are not few, their voice is small, and cannot sound through the channels that make popular influence. Thus all castes of society are governed by impracticable abstractions.
He was infuriated, however, to find that the nullification of the marriage was solicited on the ground of its non-consummation through /impotentia mariti/; this being one of the most valid and decisive pleas on which the Church of Rome consents to part those whom she has joined.
Accordingly in 1836 only three years after the failure of Nullification in South Carolina, the Territory, of Arkansas was forced in as a Slave State, and simultaneously the Slave-owning henchmen of the Conspirators, previously settled there for the purpose, proclaimed the secession from Mexico, and independence, of Texas.
