It cannot be superseded by artificial alkalinity without serious disturbance of nutrition; and the aim of treatment, in the case of all digestive derangements, should be to cure them by changing the conditions under which they arise, not to palliate them for a time by the neutralisation of acid, which may, indeed, give relief from present trouble, but which leaves unaltered the conditions upon which the trouble really depends.
As to the neutralisation of trade relations apart from the question of colonies, and as bears on the case of Germany under the projected jurisdiction of a pacific league of neutrals, the considerations to be taken account of are of much the same nature.
The league can do its work of pacification only by elaborately forgetting differences and discrepancies of the kind that give rise to international grievances. Which is the same as saying that the neutralisation of national discriminations and pretensions will have to go all the way, if it is to serve.

These considerations may be classed in the following way: Those that immediately concern the type of the species, id est, beauty; those that concern other physical qualities; and finally, those that are merely relative and spring from the necessary correction or neutralisation of the one-sided qualities and abnormities of the two individuals by each other.

The rest of what they may undertake, or may come to by way of compromise and stipulation, is relatively immaterial and of relatively transient consequence. A neutralisation of citizenship has of course been afloat in a somewhat loose way in the projects of socialistic and other "undesirable" agitators, but nothing much has come of it. Nor have specific projects for its realisation been set afoot.
