The secret that he carried began to spread, but it spread only among the heads of Governments. Possibly half-a-dozen men in a nation were entrusted with the idea that had formed in Jacobus Laningdale's head. Following the spread of the secret, sprang up great activity in all the dockyards, arsenals, and navy-yards.

In view of the great value of naval bases, one may be pardoned perhaps for a feeling of surprise that the United States has no real naval base, home or distant. Our large navy-yards are our nearest approximation to real bases.

What joyous feelings it gives one to think of visiting the navy-yards of Tyre and finding there the ships concerning the whereabouts of which poets have vainly asked questions for ages!

Reservation public schools should be provided wherever there are navy-yards. Within the last three years the United States has set an example in disarmament where disarmament was proper. By law our Army is fixed at a maximum of one hundred thousand and a minimum of sixty thousand men. When there was insurrection in the Philippines we kept the Army at the maximum.

By treachery of those in charge of our navy-yards, arsenals, and treasury, the South began the bloody strife better provided than the simple North. But adverse fate seemed bent on keeping the disparity for long in favor of the weaker contestant.

Twenty-four warships of all classes are now under construction in the navy-yards and private shops; but while the work upon them is going forward satisfactorily, the completion of the more important vessels will yet require about a year's time. Some of the vessels now under construction, it is believed, will be triumphs of naval engineering.

Under these appropriations several navy-yards were established, and frames of live-oak and cedar were furnished for eight ships of the line. The energy of the Administration produced corresponding effects, convoys were provided for our merchantmen, insurance fell from twenty to ten per cent., and France, impressed by our spirit and armament, retired from the contest.

Neither the Federal law, nor, as far as I am informed, the State laws dealing with the question of employers' liability are sufficiently thoroughgoing. The Federal law should of course include employees in navy-yards, arsenals, and the like.

For pensions 16,285,261.98 53,714,738.02 For military establishment, including fortifications, river and harbor improvements, and arsenals 13,512,204.33 26,487,795.67 For naval establishment, including vessels and machinery, and improvements at navy-yards 4,199,299.69 12,300,700.31 For expenditures on account of the District of Columbia 1,138,836.41 2,611,163.59

Looked at from this point of view, we may divide naval bases into two classes, home bases and distant bases. Home Bases. A home base is, as its name implies, a base situated in the home country. The most usual type of the home naval base is the navy-yard, though few navy-yards can meet all the requirements of a naval base.
