Twenty-four warships of all classes are now under construction in the navy-yards and private shops; but while the work upon them is going forward satisfactorily, the completion of the more important vessels will yet require about a year's time. Some of the vessels now under construction, it is believed, will be triumphs of naval engineering.
I confine myself exclusively to these two branches of the resolution, because the portions of it which follow relate to alleged abuses in post-offices, navy-yards, public buildings, and other public works of the United States.
Neither the Federal law, nor, as far as I am informed, the State laws dealing with the question of employers' liability are sufficiently thoroughgoing. The Federal law should of course include employees in navy-yards, arsenals, and the like.
Now the naval machine is composed of many machines, but the machines that have to be "operated" in war, using the word "operated" in the usual military sense, are only the active fleet, the bureaus and offices and the bases; including in the bases any navy-yards within them.
Wherever the conditions have permitted the application of the merit system in its fullest and widest sense, the gain to the Government has been immense. The navy-yards and postal service illustrate, probably better than any other branches of the Government, the great gain in economy, efficiency, and honesty due to the enforcement of this principle.
There is an evident justness in the suggestion of the same report that appropriations for the naval service proper should be separated from those for fixed and permanent objects, such as building docks and navy-yards and the fixtures attached, and from the extraordinary objects under the care of the Department which, however important, are not essentially naval.
Forts and arsenals, towns and government depositories, navy-yards and vessels, were guarded. Following this action of Sumner, on May 10th the news of Sumter, and the uprising of the North, burst upon friend and foe in California. The loyal men rallied in indignation, overawing the Southern element. The oath of fealty was renewed by thousands. California's star was that day riveted in the flag.
The suggestion for the enlargement of the navy-yards, and especially for the establishment of one in fresh water for ironclad vessels, is deserving of consideration, as is also the recommendation for a different location and more ample grounds for the Naval Academy.
The Department further directs that funeral honors be paid him at each of the navy-yards and on board each of the public vessels in commission by firing twenty-six minute guns, commencing at 12 o'clock m., on the day after the receipt of this order, and by wearing their flags at half-mast for one week.
When we have dispersed the armies of the rebels, and demolished their batteries, and retaken our forts and arsenals, our navy-yards and armories, our mints and custom-houses, when we have visited their leaders with retributive justice, and made Richmond and Charleston and New Orleans as submissive to lawful authority as Baltimore or Washington or Boston, what then?
