For the present the Confederates were well supplied with cannon and small arms from the captured navy-yards at Norfolk and Pensacola and the six or eight arsenals located in the South.

The estimates for special objects under the control of this Department amount to $2,684,220.89, against $2,210,980 for the present year, the increase being occasioned by the additional mail service on the Pacific Coast and the construction of the dock in California, authorized at the last session of Congress, and some slight additions under the head of improvements and repairs in navy-yards, buildings, and machinery.

None of the officers knew what was ahead, not definitely, that is; but all knew that the future held action of vital sort and with all steam the venomous gray destroyers were soon darting up and down the coast toward their various navy-yards, at Boston, New York, and elsewhere.

To secure these results he has inaugurated a tentative plan involving certain changes in the organization of the Navy Department, including the navy-yards, all of which have been found by the Attorney-General to be in accordance with law. I have approved the execution of the plan proposed because of the greater efficiency and economy it promises.

In the great yard was government property amounting to more than twenty millions of dollars. Machine-shops, foundries, dwellings for officers, and a massive granite dry-dock made it one of the most complete navy-yards in the world. An enormous quantity of cannon, cannon-balls, powder, and small-arms packed the huge storehouses.

This "mothering" by repair-ships which are merely huge machine-shops afloat this trick of keeping destroyers tuned up and constantly ready for service has inspired much favourable comment from our allies in the British service. It is an instance of our national adaptability, learned from an experience on long coasts where navy-yards are not too handy.

Great frigates are laid up in Southern navy-yards. Ordnance supplies and material are pushed toward the Gulf. Appropriations are expended to aid these plans. The leaders of the army, now scattered under Southern commanders, are ready to turn over to the South the whole available national material of war.
