It was concluded that there was a natural and inveterate hostility between monarchies and republics; that the present combination against France was a combination against liberty in every part of the world; and that the destinies of America were inseparably connected with those of the French republic.

The seeds of great monarchies, and the roots of extensive dominion, were every where planted with the colonies that divided the Roman empire. We have no exact account of the numbers, who, with a seeming concert, continued, during some ages, to invade and to seize this tempting prize.

The monarchies of the North still lay in barbarous darkness and obscurity, or only just began to acquire form and strength, and were as yet unrecognized in the political system of Europe.

Nor is it possible in reason that it should be otherwise in like cases; wherefore these were either no monarchies, or had greater flaws in them than any other. Therefore the monarchy of Turkey is no perfect government. The like has been frequent in Spain, France, Germany, and other monarchies of this kind; wherefore monarchy by a nobility is no perfect government.

In hereditary monarchies, however, and especially in those of modern Europe, the gallant spirit of chivalry, and the law of succession, have accustomed us to allow a singular exception, and a woman is often acknowledged the absolute sovereign of a great kingdom, in which she would be deemed incapable of exercising the smallest employment, civil or military.

This choice of a scion of the freest and most stable of the constitutional monarchies of Europe, was an expression of the desire and the resolve of the Greek people to secure as full political and civil liberties as was possible for them under a monarchical government.

The moment of a new accession is always a day of hope; and the first Diet of a king in elective monarchies is usually his severest trial. Every old grievance is brought forward, and new ones are sought out, that they may be included in the expected reform; quite a new world is expected to commence with the new reign.

There were three Monarchies in Europe, the Russian, German, and Austro-Hungarian Empires, and the fact that they were divided into two groups necessarily led to war. It was inevitable sooner or later. Russia was the greatest danger, the greatest threat to Europe; what happened had to happen under one form or another.

Just as liberty was fast dying out of Greece, and the successors of Alexander were founding their monarchies, and Rome was growing up to crush in its iron grasp all States save its own, Plato withdraws his eyes from the world, to open them in his dreamy "Atlantis." Just in the grimmest period of English history, with the axe hanging over his head, Sir Thomas More gives you his "Utopia."

Since then, the kings of the great monarchies have swept over it; and the Greek and the Roman, the Tartar, the Arab, and the Turk have passed through its walls; yet it still exists and still flourishes; is full of life, wealth, and enjoyment. Here is a city that has quaffed the magical elixir and secured the philosopher's stone, that is always young and always rich.
