Barry Conant has been a steady buyer all day and the news bureaus announced that Camemeyer and the 'Standard Oil' are twenty millions winners. They say the Washington gamblers, the Congressmen, Senators, and Cabinet members with their heelers and lobbyists have made a killing. About every one seems to have fattened up, Jim, but you and me and Beulah Sands and the public.
The State House was crowded with railroad lobbyists; for nearly every railroad in the State had made common cause with the New York and New Haven Company, and every Representative was in his seat, excepting the sick man, who had doctored the railroads till he needed doctoring himself. The debate was led off by skirmishers on each side, and was finally closed on the part of the railroads by Mr.
Some gave way, some stood firm. The lobbyists and the opposition went about with confident, "I-told-you-so" smiles writ large on their faces. Within a few days it became apparent that the reform bill would be defeated in the senate. Its fate had been so long tied up with the people's belief in Jeff that with his collapse the general opinion condemned it to defeat.
But I also hope you will send me the strongest possible lobby reform bill, and I'll sign that, too. We should require lobbyists to tell the people for whom they work what they're spending, what they want. We should also curb the role of big money in elections by capping the cost of campaigns and limiting the influence of PAC's.
When I got the machine thoroughly in hand, I saw I could make it cost them less than a third of what they had been paying, on the average, for ten years. I cut off, almost at a stroke, a horde of lobbyists, lawyers, threateners without influence, and hangers-on of various kinds.
The Legislatures are crowded by professional lobbyists, and it is, in consequence, impossible to obtain justice against the corporations. Surely no stronger proof can be needed that corruption is and must remain the basis of organization so long as there is no responsible leadership.
Lobbyists for polluters have been allowed to write their own loopholes into bills to weaken laws that protect the health and safety of our children. Some say that the taxpayer should pick up the tab for toxic waste and let polluters who can afford to fix it off the hook. I challenge Congress to reexamine those policies and to reverse them. This issue has not been a partisan issue.

Perhaps it is this system that leads grafting members of short experience to wonder how knowledge of their taking what is termed "the sugar" got out and became known to their associates. Did they not have pledge of absolute secrecy? Yes, but the purchaser never intended to keep the information from those of his kind. Lobbyists must be honest with each other. Not all lobbyists are men.
There has been substituted for the unschooled body of citizens that used to clamor at the doors of the Finance Committee and the Committee on Ways and Means, one of the most interesting and able bodies of expert lobbyists that has ever been developed in the experience of any country, men who know so much about the matters they are talking of that you cannot put your knowledge into competition with theirs.
