For, allowing for this difference, births are two and one-third times as numerous in the working and landless class as among the landowners; and deaths are almost three and a half times as many among the landholders as among their servants and tenants.

What would have been the feelings of the people towards the Federal authority had the matter been finally adjusted with the strong hand, in accordance, not with the views of the people of the State, but of the landholders of South Carolina or of the district of Columbia? I am afraid they would have been terribly Irish.

The Russian government was never, probably, friendly to a system which, from the nature of the national produce and resources, must, if persisted in for any considerable time, have inflicted irreparable injury on the finances of the landholders, reduced the public establishments, and sunk the effective power of the state.

We have here in England no idea of the troubles and inconveniences which flow from the existence of these large landholders land-thieves, land-sharks, or land-grabbers, they are more commonly and plainly called. Thus the townlands of Monterey are all in the hands of a single man. How they came there is an obscure, vexatious question, and, rightly or wrongly, the man is hated with a great hatred.

But since the defeat of this faction by the law courts, language seems to fail them, for the expression of their hatred and affected scorn towards the leading nobility of Scotland. Yet why? The case lies in the narrowest compass. The Duke of Sutherland, and other great landholders, had refused sites for their new churches.

The English Government levied an unequal scale of duties on the staples of the East and West Indies, against which the former petitioned in vain. The East India Company kept the people in ignorance, and continued to exclude the European capitalist and captain of labour. The large native landholders were as uneducated as the cultivators.

It was the tendency of feudalism to transform the state into a series of principalities rising in tiers one above the other, and to get the business of the state done, not through a central constitutional machine, but through a series of graded duties corresponding to these successive stages and secured by private agreements between the landholders and by a customary law which was the outgrowth of such agreements.

If Carthaginian statesmen believed that they had attached to the interests of Carthage her Phoenician subjects by their greater dread of a Libyan revolt and all the landholders by means of token-money, they transferred mercantile calculation to a sphere to which it did not apply.

The farmers and landholders are better off, but they also complain of the heavy taxes, and low price paid for what they bring to the market, which frequently, for want of ready money, remains long unsold. They take nothing but cash in payment; for, notwithstanding the endeavours of our Government, the notes of the Bank of France have never been in circulation among them.

No desire of a lord of a manor to enclose ground for his private park or game preserve, or to use it for building ground, would now be allowed to succeed. The interest of the community at large has been placed above the private advantage and even liberty of action of landholders.
