His Chancellor, Count Nesselrode, embodied these proposals in an important Memorandum, containing a promise that Russia would leave the Khanates of Turkestan as a neutral zone in order to keep the Russian and British possessions in Asia "from dangerous contact ."

It is obvious, however, that cut off geographically as the Khanates are from the general life of Islam, Bokhara can but vaguely represent the present religious power of Constantinople, and will be powerless to influence the general flow of Mohammedan thought. Its influence could be exerted only through India, and would be supported by no political prestige.

It was these Mongols who drove the Ottoman Turks from their original Asiatic home and thus precipitated the Turkish invasion of Europe. After the death of Jenghiz Khan the Mongol Empire was broken into a variety of "khanates," all of which in course of time dwindled away.

The Amu-Daria is not navigable, so that the Syr at that time formed the only ready channel of approach to Khokand, and from this to the other khanates, none of which could be otherwise reached without a long and dangerous desert march. Russia thus, by planting herself at the mouth of the Syr, had gained the most available position from which to begin a career of conquest in Central Asia.

In 1846 the Great Kirghiz Horde acknowledged its subjection to Russia on the farther side of the Balkash, while at the same time a fort was constructed on the lower Yaxartes. In 1847 the encroachments of Russia in Central Asia had brought her upon the borders of the important khanates of Khiva and Khokand, and, like some huge boa-constrictor, she prepared to swallow them.

The Turkish official, too, has learned to dispense with so many of the forms of his religion that he finds no difficulty in making himself excuses here. In fact, he seldom or never now performs the pilgrimage. The mass of the Ottoman Haj is made up of Kurds, Syrians, Albanians, Circassians, Lazis, and Tartars from Russia and the Khanates, of everything rather than real Turks.

Ivan the Terrible annexed the three Khanates of the Lower Volga Kazan, Kipttchak, and Astrakhan and in that way removed the danger of a foreign domination. But permanent protection was not thereby secured to the outlying provinces. The nomadic tribes living near the frontier continued their raids, and in the slave markets of the Crimea the living merchandise was supplied by Russia and Poland.

Perhaps in no part of the world is India more talked of than in the Central Asian khanates; and the stories of our wealth and power, which have reached Khiva through Afghan and Bokharan sources, have grown like a snow-ball in its onward course, until the riches described in the garden discovered by Aladdin would pale if compared with the fabled treasures of Hindoostan.

At five o'clock in the morning the train stops at the capital of the Khanate of Bokhara, eleven hundred and seven versts from Uzun Ada. The Khanates of Bokhara and Samarkand used to form Sogdiana, a Persian satrapy inhabited by the Tadjiks and afterwards by the Usbegs, who invaded the country at the close of the fifteenth century.

As a religion it is even protected there, and it is encouraged by the Government in its missionary labours among the idolatrous tribes of the Steppes, and among the Buddhists, who are largely accepting its doctrines in the extreme East. Hitherto there has been no Christian colonization in the direction of the Khanates, nor is there any indigenous form of Christianity.
