A few weeks before our arrival at Jolo, Governor Rogers, in compliance with instructions from Manila, had ordered a census of the inhabitants. But the Moros are a highly suspicious folk, so, when some one started the rumor that the government was planning to brand them, as it brands its mules and horses, it promptly gained wide credence.

Our detail returned to Manila in the evening of April tenth, and remained there until that portion of the 23d Regiment was ordered to the Island of Jolo, where we started on the seventeenth day of May. I had been in the old walled city of Manila a little more than six months; part of my regiment had been there ten months.

It exercised this sort of right, in 1882, by seizing Egypt in behalf of civilization in general. In the meantime, the Moros of Mindanao and Jolo would have resumed their piratical excursions to the northward, burning, killing, and carrying off slaves.

The Jolo disturbance was put an end to by several sharp and short engagements, and now peace prevails in the Moro Province, Cavite, the mother of ladrones in the Spanish times, is so permeated with the traditional sympathy of the people for ladronism as to make it difficult to stamp out the disease.

Therefore, I, the Sultan of the Jolo Archipelago, am seeking that whatever is good for my people. It is my sincerest wish that my country should go ahead. "Since Major Sweet, our father, has been in command of Jolo Archipelago, no disturbance of any description has occurred; the reason is, that he has taken great interest in our country and its people.

Besides these one company was stationed in the Astoria block house, one company at Seassa and one at Buanga. These companies did not have as hard duty as the companies in Jolo, but every three months a company was sent to relieve one of these posts, and the relieved company would come into Jolo, where it could have the same duty and drill that the other companies had in Jolo.

With regard to the second part, it will suffice to observe that the captain-generalship of the Philippine Islands already possesses as many as seventy gunboats, besides a considerable number of gallies and launches, which altogether constitute a formidable squadron of light vessels; and, after deducting those deemed necessary for the protection of Jolo and the new province to be established in Mindanao, a sufficient number would still be left to carry into execution all the objects proposed.

The soldiers who had been taken on board from the islands of Negros and Cebu landed at Jolo, and went into camp, where they remained for eight days awaiting preparations of the soldiers at Jolo.

They fell into the hands of the Morros, who carried them to Jolo and delivered them to the Americans, who placed them in prison. Two of the poor fellows' feet were blistered all over by marching over the hot sands, having lost their shoes when the boat capsized. These two were unable to walk for some time. They were tried and sentenced to terms of imprisonment from five to six years.

In several instances we did not pass the act organizing a given province at the time of our visit, but for one reason or another postponed action until a later date. We visited a number of places like Joló, Basilan, Zamboanga, Cotabato, Davao and Samar, where we had no intention of establishing civil government, in order to observe local conditions.
