The postal revenue receipts amounted to $237,879,823,60, while the payments made for the postal service from the postal revenues amounted to $237,660,705.48, which left a surplus of postal receipts over disbursements Of $219,118.12, the first time in 27 years in which a surplus occurred. The interest-bearing debt of the United States June 30, 1911, amounted to $915,353,190.

In the second place, Germany was required to deliver interest-bearing bonds to a further amount of ten billions; and, if the initial payment of cash fell short of five billions by reason of permitted deductions, the amount of bonds was to be so increased as to bring the total payments in cash, kind, or bonds, up to fifteen billions by May 1, 1921.

Such a provision of law, supported by suitable regulations, would enable any person readily, without cost or risk, to convert his money into an interest-bearing security of the United States, and the money so received could be applied to the redemption of 6 per cent bonds. The coinage of gold during the last fiscal year was $52,798,980.

The paper money of the Government was paid to soldiers, farmers, and planters for their services and supplies, and this was given back to the Government in exchange for interest-bearing bonds that were issued. The principal of the national debt is mainly in the form of interest-bearing bonds held by the National banks and private individuals. These bonds are of various denominations and are promises of the government to pay the sums named on their face, at the expiration of a certain period.

One thing is worth pointing out: During the seven and a half years of my Administration we greatly and usefully extended the sphere of Governmental action, and yet we reduced the burden of the taxpayers; for we reduced the interest-bearing debt by more than $90,000,000. To achieve a marked increase in efficiency and at the same time an increase in economy is not an easy feat; but we performed it.

Surely it should not pay them out again except on demand and for gold. If they are put out in any other way, they may return again, to he followed by another bond issue to redeem them another interest-bearing debt to redeem a non-interest-bearing debt.
