There is therefore no reason to be doubtful of Buddhist activity, literary or other, if evidence for it is forthcoming. Hsüan Chuang in 640 A.D. deplores the decay of Buddhism and speaks of the ruins of many old monasteries. Most Tamil scholars are agreed in referring the oldest Tamil literature to the first three centuries of our era and I see nothing improbable in this.

The three men went to Chang Fei's farm, and on the morrow met together in his peach-orchard, and sealed their friendship with an oath.

Paramârtha's account seems exaggerated, whereas the prohibition described by Hsüan Chuang is intelligible. It was forbidden to take the official copies of the law out of Kashmir, lest heretics should tamper with them. Târanâtha gives a singularly confused account of the meeting, which he expressly calls the third council, but makes some important statements about it.

Hsüan Chuang translated the Sarvâstivâdin scriptures in his old age and I-Ching belonged to the Mûlasarvâstivâdin school; yet both authors write as if they were devout Mahayanists. The Tibetan Church is generally regarded as an extreme form of Mahayanism but its Vinaya is that of the Sarvâstivâdins.

Hsüan Chuang's queer trio of converts at first caused great amusement among the crowds who thronged to see them, but when they learned of Sun's superhuman achievements, and his brave defence of the Master, their amusement was changed into wondering admiration. But the greatest honours were conferred upon the travellers at a meeting of the Immortals presided over by Mi-lo Fo, the Coming Buddha.

The goddess promised that he should be delivered by the priest, her envoy, provided he would engage himself in the service of the pilgrim. On his promising to do this, and to lead a better life, she herself ordained him priest. In the end it came about that Hsüan Chuang, when passing the Sha Ho, took him into his suite as coolie to carry his baggage.

At the beginning of Hsüan Tsung's reign the capital had been in the east at Loyang; then it was transferred once more to Ch'ang-an in the west due to pressure of the western gentry. The emperor soon came under the influence of the unscrupulous but capable and energetic Li Lin-fu, a distant relative of the ruler.
