According to the plan, which was soon conceived and digested, I embraced a period of two hundred years, from the association of the three peasants of the Alps to the plenitude and prosperity of the Helvetic body in the sixteenth century.
Just at this time the Helvetic invasion, which was closely interwoven with the German and had been in preparation for years, began. According to their own reckoning the whole body consisted of 368,000 persons, of whom about a fourth part were able to bear arms.
Further north the same process was repeated. French troops occupied Bern, and under their influence an Helvetic republic came into existence. Meanwhile, the war with England continued with increased vigour; a great stroke was aimed at England's colonial empire of the East, Bonaparte sailing from Toulon for Egypt on the 19th of May.
That, by a change effected in about three weeks, France has been able to penetrate into the heart of Germany, to make an absolute conquest of Savoy, to menace an immediate invasion of the Netherlands, and to awe and overbear the whole Helvetic body, which is in a most perilous situation: the great aristocratic Cantons having, perhaps, as much or more to dread from their own people, whom they arm, but do not choose or dare to employ, as from the foreign enemy, which against all public faith has butchered their troops serving by treaty in France.
The beautiful Bergland was reduced to an indescribable state of misery. The villages lay in ashes; the people, who had escaped the general massacre, fell victims to famine. In this extremity, Zschokke, at that time Helvetic governor of the Waldstatte, proposed the complete expulsion of the ancient inhabitants and the settlement of French colonists in the fatherland of William Tell.
The Romans had no legal title to forbid this; but other and higher interestswereat stake for them in the Helvetic expedition than the question of the formal integrity of the Roman territory interests which could only be guarded, if Caesar, instead of confining himself, as all the governors of the senate and even Marius had done, to the modest task of watching the frontier, should cross what had hitherto been the frontier at the head of a considerable army.
At the age of nineteen he left Geneva for Paris, to study law, and his poverty was such that he was obliged to seek employment. M. Stopper, an old minister of the Helvetic confederation, took him as a tutor for his children.
At the same time, after an imperious summons, the chiefs of the Swiss aristocracy, Mulinen, Affry, and Watteville, joined the radical deputies in Paris. There could be no long discussion, as the plan of the Helvetic Constitution was decided upon in the mind of the First Consul.
The Vatican was the first Court which recognised the erection of Tuscany into the Kingdom of Etruria, and the formation of the Helvetic, Cisalpine, and Batavian Republics. Prussia soon followed the example of the Pope, which was successively imitated by the other powers of Europe. The whole of these new states, realms, or republics were under the immediate influence of France.
Does it want to federalize us in order to weaken us and to rule more surely by our divisions: or does it really desire our independence and welfare, and is its delay only the result of its doubts as to the true wishes of the Helvetic nation?"
