Between 8000 and 10,000 men were levied in the Hanse Towns and their environs, the population of which had been so greatly reduced within two years. These undisciplined troops, who had been for the most part levied from the lowest classes of society, committed so many outrages that they soon obtained the surname of the Cossacks of the Elbe; and certainly they well deserved it.
Doubtless this legislative monument will redound to Napoleon's honour in history; but was it to be supposed that the same laws would be equally applicable throughout so vast an extent as that comprised within the French Empire? Impossible as this was, as soon as the Code Napoleon way promulgated I received orders to establish it in the Hanse Towns.
Hither poured the West Indian merchandise, with which the indolent pride of Spain repaid the industry of the Netherlands. The East Indian market attracted the most celebrated commercial houses from Florence, Lucca, and Genoa; and the Fuggers and Welsers from Augsburg. Here the Hanse towns brought the wares of the north, and here the English company had a factory.
The Hansa, though in a stage of increasing decrepitude, now lingered on until the final crash came in 1630, when all the members dissolved their allegiance to the league. Only the three Hanse towns of Hamburg, Bremen, and Lubeck renewed the compact, which, however, to-day is purely nominal. The Hansa had fulfilled its great historic mission.
A citizen of Hamburg or rather, of the world of the name of Seveking, bestowed on him the hand of a sister; and though he is not accused of avarice, some of the contributions extorted by our Government from the neutral Hanse Towns are said to have been left behind in his coffers instead of being forwarded to this capital.
Among the orders I received were often many which could only have been the result of the profoundest ignorance. For example, I was one day directed to press 3000 seamen in the Hanse Towns. Three thousand seamen out of a population of 200,000! It was as absurd as to think of raising 500,000 sailors in France.
The Easterlings or Hanse Towns were then at war both with France and England; and some ships of these people, hovering on the English coast, espied the King's vessels and gave chase to them; nor was it without extreme difficulty that he made his escape into the port of Alkmaar in Holland.
Many Italian merchants who were not bankers, especially Venetians and Genoese, were settled in England, but their occupation did not make them so conspicuous as the financiers of the same nation. The German or Hanse merchants had a settlement of their own in London, known as the "Steelyard," "Gildhall of the Dutch," or the "Easterling's House."
About this time I had the pleasure of again seeing the son of the reigning Duke of Mecklenburg-Schwerin, whose arrival in the Hanse Towns was speedily followed by that of his sister, Princess Frederica Charlotte of Mecklenburg, married to the Prince Royal of Denmark, Christian Frederick.
Wallenstein now began to assume the title of generalissimo of the Emperor by sea and land. Wismar was taken, and a firm footing gained on the Baltic. Ships were required from Poland and the Hanse towns to carry the war to the other side of the Baltic; to pursue the Danes into the heart of their own country, and to compel them to a peace which might prepare the way to more important conquests.
