As I took the most lively interest in all that concerned the Hanse Towns, my first care on returning to Hamburg was to collect information from the most respectable sources concerning the influential members of the new Government. Davoust was at its head.

When I arrived at Mayence I was enabled to form a correct idea of the fine compliments which had been paid me, and of the Emperor's anxiety to have my opinion respecting the Hanse Towns. In Mayence I met the courier who was proceeding to announce the union of the Hanse Towns with the French Empire.

Therefore I will not be at strife with you, and there is my hand." He said it as if he had been the Emperor reconciling himself to all the Hanse towns in one.

By reason of the practical freedom of action thus secured, the Italian civic republics, the Hanse towns, and the cities of Holland and Flanders, were enabled gradually to develop a vast commerce. The outlying position of the Netherlands, remote from the imperial authorities, and on the direct line of commerce between Italy and England, was another and a peculiar advantage.

The interior of France proper was indeed still in a state of tranquillity, but it was not so in the provinces annexed by force to the extremities of the Empire, especially in the north, and in the unfortunate Hanse Towns, for which, since my residence at Hamburg, I have always felt the greatest interest.

He wrote to his Foreign Minister, Champagny, on March 20th, 1810: "From not having made peace sooner, England has lost Naples, Spain, Portugal, and the market of Trieste. If she delays much longer, she will lose Holland, the Hanse Towns, and Sicily."

In his Memoirs, as Meneval remarks, he or his editor is not ashamed to boast of being thanked by Louis XVIII. at St. Ouen for services rendered while he was the minister of Napoleon at Hamburg. He was recalled in 1810, when the Hanse towns were united, or, to use the phrase of the day, re-united to the Empire.

I must now mention an event which concerns myself personally, namely, my appointment as Minister Plenipotentiary, to the Dukes of Brunswick and Mecklenburg-Schwerin, and to the Hanse towns. This appointment took place on the 22d of March 1806.

They were not pursued by the enemy, and finding at the mouth of the river sixty ships laden with naval stores, they seized them as lawful prize; though they belonged to the Hanse Towns, a neutral power. They sailed thence to Vigo, which they took and burned; and having ravaged the country around, they set sail and arrived in England. * Birch's Memoirs, vol. i. p. 61.
