"As a practical matter, and facing the issue, I would preach the practice of de-centralization in government and business which will in time develop the individual and accomplish the desired end. * Decentralization should be carried to such an extent that the units of business would be of such size that the head could again have a personal relation with each individual associated with him. * With the personal relation again established, unionism as at present practiced would again be unnecessary, and the unions would become once more guilds for the development and advancement of the individual."

Green says is that "of a number of little groups scattered here and there over the area within the walls, each growing up with its own life and institutions, guilds, sokes, religious houses and the like, and only slowly drawing together into a municipal union."

Some of the guilds are rich, their property having been acquired by fines, fees and legacies, and they loan money to their own members. A serious crisis confronts the guilds of Ahmedabad in the form of organized capital and labor-saving machinery. Until a few years ago all of the manufacturing was done in the households by hand work.

This inestimable privilege, however, after having been exercised during a certain period by the whole body of citizens, was eventually monopolized by the municipal government itself, acting in common with the deans of the various guilds. Thus organized and inspired with the breath of civic life, the communities of Flanders and Holland began to move rapidly forward.

The wealthy citizens, the twenty-seven guilds, the six military associations, the rhythmical colleges, besides many other secular or religious sodalities, had each their own chapels and altars.

The old Guilds, with the same object of equality, of course, insisted peremptorily upon the same level system of payment and treatment which is a point of complaint against the modern Trades Unions. It can scarcely be expected that these guilds, composed in many cases of mechanics, should give rise to works of the highest order of merit. Their dramatic representations were rather gorgeous than tasteful, their attempts at wit little better than buffoonery, their humor mere personal vituperation.

There are kind hearts and willing hands in London town, but they are not yet closely enough banded together to meet a swift foe such as this. There are hospitals and charities galore, but these are mostly in the City, maintained by the City Fathers for the exclusive benefit of poor citizens and members of the guilds. The few free hospitals are already over-crowded and ill-prepared.
