A kingdom of Westphalia was carved out of northern and western Germany at the expense of Prussia, Hanover, Brunswick, and Hesse, and bestowed upon Jerome, brother of Napoleon. The grand-duchy of Berg was governed by the Protector's plebeian brother-in-law, Joachim Murat.

I had to undergo a long geographical examination about the difference between Prussia and Russia; was asked whether the great city of Nuremberg was the capital of the grand-duchy or of the empire of Russia; learnt that the English were on the point of returning to the bosom of the Catholic Church, and that the "others" would soon follow, and was, in short, in spite of the particular recommendation of Father Llanos, very badly received.

The Canton of Thurgau had had the courage to extend permission to the duchess to take up her residence within its borders, at the very moment when the Grand-duke of Baden, who had been urged to the step by Germany and France, had peremptorily ordered Hortense to leave Constance and his grand-duchy without delay.

Until 1809 Finland was a Grand-Duchy under the Swedish crown, but in that year, owing to a war which had broken out between Russia and Sweden, she passed into the control of the nearer and more powerful State, after putting up a stubborn resistance to annexation which will always figure as the most glorious episode in the annals of the country.

Disappointed as he was, Alexander I. made the best of a bad job by granting a liberal constitution to that part of Poland which the Congress assigned to Russia. Indeed he did everything possible, short of a grant of absolute independence, which at that time would have been absurd, to conciliate public opinion in the Grand-Duchy of Warsaw.

The Fundamental Law was made to apply to Luxemburg, in the same way as to Brabant or Flanders; and of the 55 members allotted to the Belgic provinces, four were representatives of the Grand-Duchy, which was subject to the same legislation and taxes as the kingdom.

Marshal Berthier was invested with the principality of Neufchatel, the minister Talleyrand with that of Benevento. Prince Borghese and his wife with that of Guastalla, Murat with the grand-duchy of Berg and Cleves.

The work was more difficult then than it had been in 1807, when Napoleon had personally remarked the distrust of the great lords and the apathetic indifference of the peasantry. The formation of the grand-duchy of Warsaw did not please the Poles, who had already seen their hopes vanish. They were poor, and a large number of their best soldiers were serving under Napoleon.

Russia had to be contented with a large increase of her Polish dominions, getting most of the Grand-Duchy of Westphalia.

In the same manner, and on the same day, the ambassadors of Bavaria and Wurtemberg had risen from their seats to announce to the Diet that they were now no longer representatives of electors, but of kings Bavaria and Wurtemberg, with the consent of the Emperor of France, having assumed the royal title; and when these two gentlemen had resumed their seats, the ambassador of the Elector of Baden rose for the purpose of declaring that he was representing no longer an electorate, but a grand-duchy the Elector of Baden, with the consent of the Emperor of France, having assumed the grand-ducal title.
