From Prussia was torn the portion of Poland which was erected into the grand-duchy of Warsaw, under Napoleon's obsequious ally, the elector of Saxony. Despoiled altogether of half of her territories, compelled to reduce her army to 42,000 men, and forced to maintain French troops on her remaining lands until a large war indemnity was paid, Prussia was reduced to the rank of a third-rate power.
The Grand-duke of Tuscany sent to Montebello for this purpose, the Marquis Manfredini. He was instructed to ask General Bonaparte if it was his intention to destroy the grand-duchy of Tuscany, and to incorporate its territory into the great Italian republic.
And when the joyful sounds had died away in Munich, Carlsruhe, and the new grand-duchy of Berg, they resounded again in Stuttgart, for in that capital the betrothal of Jerome, youngest brother of Napoleon, and of a daughter of the Elector of Wurtemberg, who now, by the grace of Napoleon, had become King of Wurtemberg, was celebrated.
The government of that country proposed a general European peace on the basis of the reconstruction of Prussia, the re-partition of the grand-duchy of Warsaw by Russia, Prussia, and Austria, the re- cession of the Illyrian provinces to Austria, the dissolution of the Confederation of the Rhine, and the freedom of the German ports of Hamburg and Luebeck.
Further than this, the Grand-Duchy was made one of the states of the Germanic Confederation; and the town of Luxemburg was declared to be a federal fortress, the garrison to consist of Prussian and Dutch detachments under a Prussian commandant.
This battle, though far from decisive, preserved the grand-duchy: it confined the Russians, in this quarter, to the defensive, and gave the emperor time to win a battle.
Russia had to be contented with a large increase of her Polish dominions, getting most of the Grand-Duchy of Westphalia.
The alternative of that which was offered the one his father would have chosen was that of a plodding jurist in a country where forensic pleading was unknown, and where the lawyer's profession offered no scope for any of the higher talents with which Goethe was endowed. On the whole, it was a happy chance that called him to the little capital of the little Grand-Duchy of Saxe-Weimar.
The conditions under which the Belgian province of Luxemburg was created, by the Treaty of Vienna in 1815, a grand-duchy under the sovereignty of the head of the House of Orange-Nassau with succession in default of heirs-male by the family compact, known as the Nassauischer Erbverein, to the nearest male agnate of the elder branch of the Nassau family, have already been related.
This liberal policy was continued by the various Tsars throughout the century, the reformer Alexander II. taking particular interest in the development of the Grand-Duchy, which he evidently regarded as a place where experiments in political liberty were being worked out that might later be applied to the rest of Russia.
