February 1 the ocean tug Reliance, Captain R. C. Thompson, having steamed around the Horn returns to the Atlantic through the canal the first commercial vessel to pass. 1914 The annual report of Colonel Goethals states that the cost of constructing the canal to date, has been $353,559,049, including fortifications. 1915 The great canal is formally opened.

I know the job is out of the way difficult. There is work here for Lesseps, Goethals and Morgan rolled into one: work that may change the face of the world far, far more than the Suez or Panama Canals and, to do it, they have put in a good fighting soldier, quite out of his setting, and merely because they did not know what to do with him in Egypt!

In March last, John F. Stevens, chairman of the Commission and chief engineer, resigned, and the Commission was reorganized and constituted as follows: Lieut. Col. George W. Goethals, Corps. of Engineers, U. S. Army, chairman and chief engineer; Maj. D. D. Gall-lard, Corps of Engineers, U. S. Army; Maj.

A new solidarity of teaching professional opinion, together with a growing realization by our public of the primary importance of the calling, is tending to emancipate it, to establish it in its rightful place. Nor are our engineers without their ideal. A Goethals did not cut an isthmus in two for gain.

Conflict immediately arose between them regarding the expediency of building steel or wooden ships to meet the emergency, and the whole project was imperiled by their personal differences. General Goethals favored a steel fleet and planned to apply the available balance of an appropriation of $550,000,000 to the construction of fabricated steel ships of standard pattern.

He was a regular young Goethals when it came to dam building, but he abhorred water, especially behind the ears. Back of my generation the batting average was just about as good. It seemed to have been the fashion of Homeburg boys of thirty years ago to go out and run Nebraska politically. Two governors and a representative have come from our town.

The men on the isthmus, from Colonel Goethals and his fellow commissioners through the entire list of employees who are faithfully doing their duty, have won their right to the ungrudging respect and gratitude of the American people.

The credit for this is principally due to Colonel Goethals, but no amount of sanitation can transform a belt of swamps with an annual rainfall of 150 inches into a health-resort.
