So much is told of the commanding influence of Colonel Goethals, the chief in command; of the administrative talents of Colonel Gorgas, the head of the sanitary department; of the engineering skill of Colonel Sibert, the protagonist of the Gatun dam, that an Englishman must wish to claim kinship with these American officers who are making so large a mark upon the surface of the earth.
Goethals as a major general in the Army of the United States, and that the law authorizing such appointment be accompanied with a provision permitting his designation as Chief of Engineers upon the retirement of the present incumbent of that office.

The canal work is placed under the direction of the War Department. Lieutenant-Colonel George W. Goethals, Corps of Engineers, U. S. A., is made engineer-in-chief.
This was a good beginning, as it represented a program under way for providing 525 ships of all sorts. The remainder of the Goethals program called for steel ships, of which he promised 3,000,000 tons in eighteen months. The report of that board shows nothing has occurred in the nature of newly revealed evidence which should change the views once formed in the original discussion. The construction will go on under a most effective organization controlled by Colonel Goethals and his fellow army engineers associated with him, and will certainly be completed early in the next administration, if not before.
