Canning had no resource but to enlist colleagues from the ranks of the whigs. In this he was at first unsuccessful. Sturges Bourne was appointed to the home office, Viscount Dudley became foreign secretary, and Robinson, who was raised to the peerage as Viscount Goderich, became secretary for war and the colonies.
But in 1832 they were more disposed to defer to his wishes, and in May of that year we find Lord Goderich, the colonial secretary, writing to Sir Archibald Campbell, the lieutenant-governor of New Brunswick, in the following strain:
