I am therefore of opinion that the Republican Government must be maintained untouched until the German-Austrian people as a whole has taken its decision. But this can only be decided by the German people. Neither the Republic nor the Monarchy is in itself a dogma of democracy. The Kingdom of England is as democratic as republican Switzerland.
Considering the immense extent of the eastern front which from considerably over 700 miles at the beginning of August, 1915, gradually shortened to about 600 miles by the end of October, 1915 it is little short of marvelous that the German-Austrian offensive should at no time have lost its cohesion.
But whether the State be dissolved by way of reward to the people or by way of punishment to the State makes little difference; the effect is the same. In this case also a "German Austria" would have arisen, and in such a development it would have been hard for the German-Austrian people to take up an attitude which rendered them allies of the Entente.
The German-Austrian public would not have been in agreement with such a Minister; the German Nationalists and the German bourgeoisie have no say in the matter. A few days ago a delegation from the German Executive Committee was in Berlin and was favourably received by the German Imperial Government in the matter of providing for German-Austria.
The German-Austrian pressure was now heaviest in two areas: about the passes behind Brasso and before the Gyimes Pass in the northeast. In the latter region, on the 11th, the Rumanians had retired from Csikszereda and from positions higher up on the circular strategic railroad in the valley of the Maros. Before Oitoz Pass they resisted fiercely, and for a time were able to hold their ground.
On June 22 the city of Lemberg, capital of the Austrian province of Galicia, was recaptured from the Russians, who had held it for nearly ten months, by combined German-Austrian forces, under General Mackensen.
With arms and equipment Russia can draw 17,000,000 men to her German-Austrian frontier just as readily as Germany can draw 7,000,000 men to both her frontiers. In both calculations only one in ten of the population is counted upon for service. The story is told of a Russian who was asked in London why he did not return for military duty.
The National Assembly protests all the more insistently against this proceeding as the nation to which the present Minister for Foreign Affairs belongs has expressly refused any joint dealings. The National Assembly states that it and its organs alone have the right to represent the German-Austrian people in all matters relating to foreign affairs and particularly in all peace negotiations."
In the meantime, the mutual jealousy and inability to divide the spoil was beneficial to Turkey, who really lost nothing worth speaking about, commensurate with the reverses received. That and the breaking up of any possible coalition or federation of Balkan States under Russian influence was just what the German-Austrian Balkan policy demanded.
During the reigns of Nicholas I. and Alexander II. the German-Austrian influence reached its zenith at the Court of Petersburg. Nicholas I. was the brother-in-law of the Prussian Hohenzollern.
