We should furthermore note that these peculiarities of climate are dependent upon rather slight geographic accidents. Thus the snowfall of northern Europe, which serves to maintain the glaciation of that region, and, curiously enough, in some measure its general warmth, depends upon the movement of the Gulf Stream from the tropics to high latitudes.
At first these cell-units were regarded simply as geographic sections, as it were, sub-divisions of the tissues, bearing much the same relation to the whole body as the bricks of the wall do to the building, or, from a little broader view, as the Hessians of a given regiment to the entire army.
If sectionalism be not dead it should have no place in popular consideration. The country seems happily at last one with itself. The South, like the East and the West, has come to be the merest geographic expression. Each of its states is in the Union, precisely like the states of the East and the West, all in one and one in all. Interchanges of every sort exist.
These deposits of a limy nature depend upon a very delicate adjustment of the conditions which favour the growth of certain creatures; very slight geographic changes, by inducing movements of sand or mud, are apt to interrupt their formation, bringing about a great and immediate alteration in the character of the deposits.
For though this objective order be fundamental, it is the complementary subjective evolution which throughout history has ever become supreme; so that our scheme must combine the outward geographic presentment with the inward psychological one. This may be graphically expressed by changing the order of presentment from that used hitherto:
For a bird endowed only with flipper-like wings, and therefore absolutely unable to fly, this species had an astonishing geographic range. It embraced the shores of northern Europe to North Cape, southern Greenland, southern Labrador, and the Atlantic coast of North America as far south as Massachusetts.
To realise the geographic and historic factors of our city's life is thus the first step to comprehension of the present, one indispensable to any attempt at the scientific forecast of the future, which must avoid as far as it can the dangers of mere utopianism.
At the same time, at the Geographic Bureau, I heard of the journey that you are undertaking. From Wargla to Shikh-Salah our two itineraries are the same. Only I must admit to you that it is the first voyage of this kind that I have ever undertaken.
It has, therefore, been to lay the broadest possible basis of evolutionary science, of geographic and historic fact, for what would otherwise be open to ridicule as a Utopian hope, that of Civics as Applied Social Art, that I have insisted at such length above upon Civics as Applied Social Science. This is the age of cities, and all the world is city-building.
The control of the pueblos of the Bontoc area is in the hands of groups of old men; however, each group, called "intugtukan," operates only within a single political and geographic portion of the pueblo, so that no one group has in charge the control of the pueblo. The pueblo is a loose federation of smaller political groups. The other institution is a social development.
