The Vendéans beat the gendarmerie at Saint Florens. The troops of the line and the battalions of the National Guard who advanced against the insurgents were defeated. At the same time tidings of new military disasters arrived, one after the other. Dumouriez ventured a general action at Neerwinden, and lost it. Belgium was evacuated, Dumouriez had recourse to the guilty project of defection.

That general himself, at the head of two thousand light horse, led the charge upon the left flank. The other side was assaulted by the Dukes Eric and Henry of Brunswick, each with a thousand heavy dragoons, sustained by Count Horn, at the head of a regiment of mounted gendarmerie. A sergeant gently edged Stevens back out of the danger belt, and, from behind the officer's back another man, so Stevens said, tapped himself gently upon the forehead to indicate that the Herr Lieutenant was cracked in the brain. After this Stevens was taken into an improvised barracks in a deserted Belgian gendarmerie and locked in a room.

Less than half a league from Quesnay the road they followed passed the hamlet of Aisy, on the outskirts of Sousmont, whose mayor had a château there. He was called M. Dupont d'Aisy, and had this very evening entertained Captain Pinteville, commander of the gendarmerie of the district. The party had been broken up by the distant noise of shooting.

The governor or commandant has supreme control within his province or district of every branch of the public service, including the Courts of Justice, and each reports to the Governor General. The Guardia Civil or Gendarmerie, is subject only to his orders, and for arrests and imprisonment for political offenses, he is responsible, not to the law, but to the Governor General and the King.
