Closer commercial union between the several segments is accompanied by closer governmental union; and these minor rulers end in being little more than agents who administer, in their several localities, the laws made by the supreme ruler: just as the local ganglia above described, eventually become agents which enforce, in their respective segments, the orders of the cephalic ganglion.

The horse which rears and kicks and neighs madly acts from the intensely powerful sacral ganglion. But this intense activity from the sacral ganglion is male: the sacral ganglion is at its highest intensity in the male. So that the horse-dream refers to some arrest in the deepest sensual activity in the male.

There are other nerves the sympathetic so called from their union and sympathy with all the others, and identified with life itself. They proceed from a small ganglion or enlargement in the upper part of the neck, or from a collection of minute ganglia within the abdomen. They go to the heart, and it beats; and to the stomach, and it digests.

And when, as commonly happens, the king begins to collect round himself advisers who aid him by communicating information, preparing subjects for his judgment, and issuing his orders; we may say that the form of organization is comparable to one very general among inferior types of animals, in which there exists a chief ganglion with a few dispersed minor ganglia under its control.

Deep in the lower body the great sympathetic center, the hypogastric plexus has been acting all the time in a kind of dream-automatism, balanced by its corresponding voluntary center, the sacral ganglion. At the age of twelve these two centers begin slowly to rumble awake, with a deep reverberant force that changes the whole constitution of the life of the individual.

And in the man, the voice breaks, the beard begins to grow round the lips and on to the throat. There are the obvious physiological changes resulting from the gradual bursting into free activity of the hypogastric plexus and the sacral ganglion, in the lower body, and of the cervical plexuses and ganglia of the neck, in the upper body.
