The stock was bountiful, but still it gave me no idea of the possibility of supplying a moving column in an enemy's country from the country itself. It was at this point, probably, where the first idea of a "Freedman's Bureau" took its origin. Orders of the government prohibited the expulsion of the negroes from the protection of the army, when they came in voluntarily.
A few paces beyond the negro reposed a beautiful boy, crowned with vine leaves and ivy, still sleeping by the side of his lyre; and farther yet, stretched in an uneasy slumber on a silken couch, lay the identical object of the freedman's search the illustrious author of the Nightingale Sauce.
There were no works of human hands save a little Temple of Poseidon, an altar of Isis, the large house owned by Pyrrhus, solidly constructed by Alexandrian masons, and a smaller one for the freedman's married sons and their families. A long wooden frame, on which nets were strung to dry, rose on the shore.
Recommendations have been made by my predecessors that Congress appropriate a sufficient sum to pay the balance about 38 per cent. of the amounts due depositors in the Freedman's Savings and Trust Company.
The freedman's strong hand, with the aid of a knife, quickly and easily did the work; and he stood weighing the gem, as it lay freed from the gold hemisphere that had held it, larger than a walnut, shining and sparkling on his palm, while Paula repeated the instructions she had already given him in her nurse's room.
So long as it sheltered their beloved guest, they should not set foot away from it. If occasion should require, the master could be in Alexandria again quickly enough to put anything right. This suggestion pleased the architect, who joined in the conversation to urge the freedman's request.
In 1862, on the President's first or preliminary Proclamation of Emancipation, he took the first steps for organizing the Freedman's Bureau, a department which has since grown to great proportions. In 1863, he began to recruit colored soldiers in Buffalo; then at Philadelphia and Nashville. But these were only parts of his work.
After some days of rest, abundant food and leisurely hot-baths in the freedman's house, I left Nuceria under convoy of three genial road- constables and journeyed deliberately northward along the Flaminian Highway to the Imperial estate which was to be my abode. I am not going to locate it precisely nor to name the villages nearest it nor the neighboring towns.
In some sections only the interposition of the military and of the Freedman's Bureau made life tolerable to the blacks. It was meant to insure to negroes in every State all the rights of citizens and the equal protection of the laws.
The last question of the freedman's, as to whether she had meditated further on his discourse, had reminded her of the sentence, "The fullness of the time is come"; and afterward the thought occurred to her, again and again, that in the course of the next few hours some decisive event would happen to her, "fulfilling the time," as Andreas expressed it.
