Nothing could be more foolish than the enactment of legislation which would unnecessarily interfere with the development and operation of these commercial agencies. The subject is one of great importance and calls for the earnest attention of the Congress.
It was the women workers of Massachusetts who first forced the legislature to investigate labor conditions and who aroused public sentiment to a pitch that finally compelled the enactment of laws for the bettering of their conditions.
This enactment is evidently made to prevent a slave from obtaining any money, or holding communication with freemen; a particular proviso is made against Sunday, because the slave has usually more leisure on that day. It is to be remembered that all a slave has belongs to his master. To carry a slave out of North Carolina, or conceal him with intent to carry him out, is punished with death.
On the contrary, it is one remarkable instance of the enactment and application of that great American principle, that the constitution of government should be cautiously and prudently interfered with, and that changes should not ordinarily be begun and carried through by bare majorities. But the people limit themselves also in other ways.
This was James Eustace, Viscount Baltinglass, who had suffered imprisonment in the Castle for refusing to pay an illegal tax of a few pounds, who was afterwards made the object of a special, vindictive enactment, known as "the Statute of Baltinglass," and was in the summer of 1580, on his keeping, surrounded by armed friends and retainers.
This enactment was only passed after several persons had signified their intention to sue the Government. The Raad was in fact becoming familiar with the process of tampering with the Grondwet and members appeared ready to act on the dictates of their own sweet will without regard to consequences or laws.
But the enactment of a law of compulsory service was clearly an inroad on the great constitutional right of every man to choose his own employment. At the same time, it is equally clear that it was only such an inroad as under the circumstances, was fully justifiable.
"We're on the last bend, just outside White Point. She's stopped dead sure. Guess the flag has got us held up." With a few added curses he clambered down into the car again. As the brakeman left the roof of the caboose the enactment of a strange scene began at the fore part of the car immediately in front of it.
A few words more just to lay further stress on the importance of Pantomime, and then to return to our History. Take any part in any play, strip from it in its enactment the whole of its gesture language, could we realise that the actor appearing in it was portraying nature for us?
