We need to go forward with the rural electrification program to bring the benefits of electricity to all our farm population. We can, and must, aid and encourage farmers to conserve their soil resources and restore the fertility of the land that has suffered from neglect or unwise use.

If the net be charged it is found that the electrification is only outside, and if it be suddenly drawn outside in, as shown by the dotted line, the electrification is still found outside, proving that the charge has shifted from the inner to the outer surface. In the same way if a hollow conductor is charged with electricity, none is discoverable in the interior.

Now Mr Stoney has pointed out that the numerical results of experiments on gases render it probable that the mean distance of their particles at the ordinary temperature and pressure is a quantity of the same order of magnitude as a millionth of a millimetre, and Sir William Thomson has since shewn, by several independent lines of argument, drawn from phenomena so different in themselves as the electrification of metals by contact, the tension of soap-bubbles, and the friction of air, that in ordinary solids and liquids the average distance between contiguous molecules is less than the hundred-millionth, and greater than the two-thousand-millionth of a centimetre.

As examples of density of traffic suitable for electrification, yet at the same time possessing problems of their own, are the great terminals such as the Grand Central Station of the New York Central and Hudson River Railroad in New York City, the new Pennsylvania Station in the same city, and that of the Illinois Central Station in the city of Chicago.

So plasterers and carpenters, blacksmiths and structural iron workers, printing pressmen and plate engravers, hod carriers and cement workers, are at loggerheads; the electrification of a railway creates a jurisdictional problem between the electrical railway employees and the locomotive engineers; and the marble workers and the plasterers quarrel as to the setting of imitation marble.

In addition there is a recommended authorization of 367.5 million dollars for borrowing from the Reconstruction finance Corporation for the loan programs of the farm Security Administration and the Rural Electrification Administration.

There is a great gain in time of acceleration and for stopping, and for the Boston terminal it was estimated that with electricity 50 per cent, more traffic could be handled, as the headway could be reduced from three to two minutes. The modern tendency of electrification deals either with special conditions or where the traffic is comparatively dense.

For example, the electrification of the Pennsylvania Railroad and a concrete automobile road from Trenton, New Jersey, into Bucks County, Pennsylvania, have brought old farms in and around Doylestown, Pennsylvania, within an hour and a half of New York City.

This phenomenon is not produced by the departure of the charge that these conductors may possess, but by the advent of opposite charges brought to them by ions which obey the electrostatic attraction and abandon their own electrification when they come in contact with these conductors. This mode of regarding the phenomena is extremely convenient and eminently suggestive.
