Dongan, though regarding the Jesuit as an insidious enemy, had treated him much better, and protected him on several occasions, for which he received the emphatic thanks of Dablon, superior of the missions. In spite of all his pains, it was whispered abroad that there was to be war; and the rumor was brought to the ears of Dongan by some of the Canadian deserters.
He thereupon ordered Dongan to make all the laws himself, without regard to what the people did or did not want. The power to make the laws was a great power, but Governor Dongan was a fair and just man and did not abuse it. The year after this he granted a charter to the city, known ever since as the Dongan Charter, which was so just that it is still the base on which the rights of citizens rest.
Governor Dongan seized the moment to promise better bargains for the peltry than the French could offer. It remained for the new governor to make a demonstration which would establish firmly the drooping prestige of New France. Now the spring of 1687 was just ending.
The French, he adds, have no more right to the country because its streams flow into Lake Ontario than they have to the lands of those who drink claret or brandy. It is clear that Dongan fretted under the restrictions which were imposed upon him by the friendship between England and France. He would have welcomed an order to support his arguments by force.
Delaware and Pennsylvania were excepted by special royal intervention. Dongan was recalled, and Francis Nicholson was appointed lieutenant-governor under Andros, with his residence in New York. Thus on paper Andros was Governor-General of a single territory running from the Delaware River and the northern boundary of Pennsylvania northward to the St. Lawrence, eastward to the St.
Dongan, perplexed by the heavy expenses involved in the military defense of his colony and wishing to have the use of additional revenues, had hoped that he might persuade the Connecticut Government to come under the control of New York, but Connecticut preferred Massachusetts and had stated this preference in her letter.
None the less, there were premonitions of trouble in America, especially after Thomas Dongan became governor of New York in 1683. Andros had shown good judgment in his dealings with the Iroquois, and his successor, inheriting a sound policy, went even further on the same course.
When Governor Dongan reached the city and announced that the Duke had instructed him to let the people have something to say as to how they should be governed, he was joyfully received. It really seemed now that everything was going to be satisfactory. But there came a sudden check. Two years after Dongan became Governor, the Duke of York was made King of England.
Dongan, an Irishman of high birth and a Catholic, strenuously opposed the pretensions of the French to sovereignty over the Iroquois. When it was urged that religion required the presence of the Jesuits among them, he denied the allegation, stating that he would provide English priests to take their place.
As a result of this easy victory the triumphant allies destroyed an Iroquois village and all the corn which it contained, but the political results of the expedition were worse than nothing. Denonville made no attempt to destroy the other nations of the confederacy. Returning to Lake Ontario he built a fort at Niagara, which he had promised Dongan he would not do, and then returned to Montreal.
