The power of disallowance, the third expedient for curbing the provinces, was exercised with some freedom down to 1888. In that year a Quebec measure, the Jesuits' Estates Act, with a highly controversial preamble calculated to provoke a war of creeds, was not disallowed, although protests were carried past parliament to the governor-general personally.

Early in the following year they gave utterance to rank treason in consequence of the threatened disallowance by the Imperial Government of certain Bank Charter Acts passed by the Provincial Parliament. A pearl is proverbially uncomely in the snout of a swine; and truly the word "loyalty" was never more absurdly out of place than when pronounced by such lips.

The issue created by the Manitoba legislation projected itself at once into the federal field to the evident consternation of the Dominion government. It parried the demand for disallowance of the provincial statute by an engagement to defray the cost of litigation challenging the validity of the law.

It gratified the religious scrupulosity which finds a pleasure in making to itself difficulties, by the disallowance of a thousand natural acts, and the imposition of numberless rules for external purity. At the same time it gave no offence to the anti-idolatrous spirit in which the Arians had hitherto gloried, but rather encouraged the iconoclasm which they always upheld and practised.

Here again, as in analogous movements of disuse and disestablishment, there would doubtless be much conservative apprehension as to the procuring of a competent substitute for the supplanted methods of doing what is no longer desirable to be done; but here as elsewhere, in a like conjuncture, the practicable way out would presumably be found to lie along the line of simple disuse and disallowance of class prerogative.
