A large proportion of the department heads now in business are men of purely empirical training. Their horizon is likely to be limited and to center too much in the departmental viewpoint. They may perhaps be able to see the whole business, but if they do, they will probably see it exclusively from the inside.

This decree provided that all priests should receive their salaries from the State; that the old dioceses of France should be broken up and made to fit the new departmental division that had supplanted the old provincial one; that the bishop should be created by the vote of the electors of his department; and that the Pope should exercise no authority over bishops or priests.

A few days after Dermot's return from Simla orders came to him from the Adjutant General to hand over the command of the detachment to Parker, as he himself had been appointed extra departmental Political Officer of the Bhutan Border, with headquarters at Ranga Duar. This released him from the responsibilities of his military duties and left him free to devote himself to watching the frontier.

Dorn followed leisurely in the direction of the Palais. A rabble of dictators, ministerial fledglings, freshly sprouted governors, organizers, departmental heads, scurried through the dimly lighted corridors of the old Palais.

Doctors' Commons may almost be said to be no more. Its heart is gone. The Principal Registry of the Court of Probate the successor to the Prerogative Court of Canterbury is no longer to be found there, and those who seek their fortunes in wills have now to prosecute their researches in that hub of British departmental records, Somerset House.

From a file of old departmental papers the Governor's signature and that involved rubric, which must have cost his late Excellency many youthful days of anxiety, was produced and laid before Carmen. Carmen took her pen in her hand, looked at the brownish-looking document, and then at the virgin whiteness of the foolscap before her.

"We were hardly prepared," said a competent critic, "for the amount of conciliation which he evinces in dealing with irritable colleagues and subordinates, and for the strong, sterling, practical common sense with which he sweeps away rubbish, or cuts the knots of local and departmental problems."

It is therefore a prime office of discretion for each Minister to settle what are the departmental acts in which he can presume the concurrence of his colleagues, and in what more delicate, or weighty, or peculiar cases, he must positively ascertain it.

The Directory puts its creatures in their places: suddenly, the departmental, cantonal, municipal and judicial system, which was American, becomes Napoleonic so that the local officials, instead of being delegates of the people, are government delegates. As to the twenty-five millions of subjects it has just acquired, there is no refuge: it is forbidden even to complain.

The evil was one of long standing. Pepys complained of it bitterly in his day, asserting that owing to its prevalence letters could neither be received nor sent, and that the departmental machinery for victualling and arming the fleet was like to be undone. With the growth of pressing the imposition was carried to absurd lengths.
