The executive power as described in the 2d article, consists of a president and vice-president, who are to hold their offices during the term of four years; the same article has marked the manner and time of their election, and established the qualifications of the president; it also provides against the removal, death, or inability of the president and vice-president—regulates the salary of the president, delineates his duties and powers; and, lastly, declares the causes for which the president and vice-president shall be removed from office.
This early customary world no doubt continued for ages. The first history delineates great monarchies, each composed of a hundred customary groups, all of which believed themselves to be of enormous antiquity, and all of which must have existed for very many generations.
An Englishman is seldom out of humour, without proclaiming it to all the world; and the most forcible motives of interest, or expediency, cannot always prevail on him to assume a more engaging external than that which delineates his feelings.
In a few bold strokes he delineates to the astonished skeptics some salient points of natural and revealed religion, and then leaves the truth to germinate and crowd out the evil in its own way and time. There is indeed a sublimity in this invincible faith in the power of truth exhibited by the Son of Man.
The germs of this character he would sow broadcast over the land. In this drama of personality the poet always identifies himself with the scene, incident, experience, or person he delineates, or for whom he speaks. However many years the man who deliberately and admiringly delineates such a person may have lived in this world, intellectually he cannot be more than about seven years old. And none but calves the most immature can possibly sympathize with him. Yet, if there were not many silly persons to whom such a character is agreeable, such a character would not be portrayed.
It is present to him when he delineates the character of Nature or God, when he outlines the nature of the mind and its emotions, no less than when he specifically addresses himself to the task of describing the way to the highest blessedness of man.
It may not have come up to the exalted ideal of its author; it may be defaced by political flatteries; it may not have the force and originality of the Iliad, but it is superior in art, and delineates the passion of love with more delicacy than can be found in any Greek author.
Such were the lights and shadows in which history delineates "The starry Galileo with his woes." Childe Harold, canto iv. stanza liv. But, however powerful be their contrasts, they are not unusual in their proportions.
Photography may thereby be said to have definitely assumed the office of historiographer to the nebulæ, since this one impression embodies a mass of facts hardly to be compassed by months of labour with the pencil, and affords a record of shape and relative brightness in the various parts of the stupendous object it delineates which must prove invaluable to the students of its future condition.
